    Maricopa County extends an invitation to interested and qualified firms or individuals to submit formal sealed Statements of Qualifications (SOQ) electronically through an outside e-procurement platform, BidNet Direct, to provide Countywide ADA Assessment and construction administration services as described herein. Services to be performed may include to perform comprehensive Americans with Disabilities Act (ADA) assessments across County-owned facilities. Given the scale, complexity, and regulatory implications of this effort, it is critical to engage a qualified design professional or team with demonstrated expertise in ADA compliance, accessibility standards, and facility evaluations. The selected consultant will be responsible for conducting detailed site assessments, identifying barriers to accessibility in accordance with applicable federal, state, and local regulations (including ADA Title II requirements), and providing prioritized recommendations for remediation. Deliverables are expected to include facility accessibility reports, photographic documentation, cost estimates, and implementation strategies to support the County’s transition planning and long-term capital improvement programming. Due to the County’s large and diverse facility portfolio—this initiative is anticipated to be executed in phases. The phased approach will allow the County to strategically prioritize facilities based on factors such as public access, service criticality, age, and known deficiencies, while also aligning with available funding. As a result, the overall program is expected to extend across multiple fiscal years. This structure provides flexibility to incorporate findings into future budget cycles, coordinate with planned capital projects, and ensure a fiscally responsible approach to achieving ADA compliance across the County’s portfolio. Additionally, at the County’s sole discretion, the selected firm may be requested to provide professional design and related services to develop construction documents and support implementation of solutions identified in the accessibility reports.
