The field supervisor may also work as a crossing guard. The field supervisor shall have substantial expertise and experience in crossing guard functions. The contractor shall also provide a contract administrative staff and/or supervisor who shall be the primary contact between the City and contractor on matters relating to contract performance and compliance issues as provided. In addition, the contact administrative staff and/or supervisor shall:1. Contact the City at least once a month to discuss and clarify operational assignments and receive any special instructions.2. Ensure that the contractor’s personnel perform duties as specified in the Agreement.3. Prepare and submit periodic progress and status reports as required by the City.f) The contractor shall designate a second-level supervisor, who need not be present in the city.g) The contractor shall furnish all uniforms for contract personnel assigned to work in the City of Downey.h) All crossing guard personnel assigned to work in the City of Downey shall be approved in advance by the Public Safety and Community Services Manager, or his designee.i) Should the contractor’s employees appear to exceed or abuse their authority, violate city or State laws, regulations, policies and/or procedures, or fail to act acceptably, the Public Safety and Community Services Manager, or his designee may ask the field supervisor to remove the employee from his or her assigned location.j) The services of crossing guard personnel involve a high degree of public contact. Discourtesy, rudeness, use of profanity, or physical contact by the contractor’s employees is unacceptable.k) The Public Safety and Community Services Manager, or his designee, shall be the responsible city official for administering this program.
