    Description

    NOTICE IS HEREBY GIVEN that The School Board of Brevard County, Florida, henceforth referred to as the District or School Board is accepting sealed responses for Crowdfunding - District-Wide (26-0498-Q-DR).

    Project Overview

    Respondents must offer access to their existing externally hosted crowdfunding platforms. The selected vendors must comply with K-12 requirements for transparency, student privacy, ownership of materials, reporting, and legal compliance. This RFQ aims to establish a pool of qualified vendors that can be utilized by the District as needed.

    The deadline to submit questions related to this solicitation is 2:00 pm on Wednesday, June 17, 2026.

    Sealed responses for furnishing the above will be accepted up to 2:00 pm on Wednesday, June 24, 2026.

    NOTE: Respondents are required to submit responses electronically via the OpenGov e-Procurement Platform. Respondents shall not be permitted to hand-deliver, mail, telephone, fax or email offers.

      7. Discuss how the location of the firm and project staff will impact the project schedule, the coordination with Brevard Public Schools’ staff, and the project budget.
      8. For the project team, provide a list of outstanding (active) projects, client names, status of completion, anticipated completion dates and overall workload with all clients including the School Board of Brevard County.  Indicate how the Respondent’s team will manage their workload.
      9. Select three (3) examples of the team’s experience within the last five (5) years and provide the following:
        1. Name and location of the project
        2. A description of the firm’s responsibilities/work activities, type of construction services provided
        3. Owner’s representative name, address and phone number
        4. The name and telephone number of the project architect
        5. Date completed and schedule adherence
        6. Size of project (number and type of facilities, number of student stations)
        7. Cost of project (original Guaranteed Maximum Price and final construction cost). Indicate construction cost per gross square feet ($/SF) and cost per student station. 

      Respondents should clearly differentiate the firm’s direct project experience from individual staff experience listed in this section.

    • Project Approach (35 pts)
      1. Explain how the project team will approach this project including specifically how the project team will coordinate/collaborate with the District team, the design team, and utility companies in order to open the Cafetorium for School year 2023.
      2. Provide a detailed project schedule up through opening date.  Include specific detail as to when fixtures, furniture and equipment can be brought into the Cafetorium and when kitchen staff, deliveries, and other personnel can have access to the building prior to school starting.
      3. Comment on the team’s ability to meet the Budget of 3.5 million for the structure.
      4. Comment on alternative approaches the District should consider to save time and/or money.
      5. Comment on any concerns the team has with meeting schedule and/or budget parameters.
      6. Explain why the Respondent’s project approach is the most beneficial for Brevard Public Schools. What are the specific reasons why the Respondent’s approach will be successful, efficient and cost effective?
    • Project and Financial Management (25 pts)
      1. Describe how the project team will be managed. Who will be the primary contact point? How will subcontractors be managed to maintain accountability?
      2. Describe in detail the extent of resources that will be expected from School Board staff
      3. Describe any other significant coordination aspects of the project such as commissioning that should be noted.
      4. Discuss the firm’s quality control program and identify what team members will be assigned to quality control?
      5. Identify who will be responsible for financial management. Describe the team’s familiarity with the Owner Direct Purchase program.
      6. Identify who will be responsible for assuring the projects are completed within schedule and within the Guaranteed Maximum Price?
      7. Provide a schedule of the project close-out sequence.  Include two (2) months for audit following submission of the final pay application.
      8. How will constructability of the plans and specifications and construction sequencing so as not to impact student learning be incorporated into the quality control program?
    • Experience and References (10 pts)

      The Respondent's experience and references will be evaluated to ensure they have a proven track record of providing crowdfunding services to K-12 educational institutions

      1. Respondent must have a minimum of three (3) years of experience providing crowdfunding services to K-12 educational institutions.
      2. Respondent must provide at least three (3) references from K-12 educational institutions that have successfully used their crowdfunding platform.
    • Compliance (30 pts)

      Respondent must demonstrate compliance with all applicable federal, state, and local laws and regulations, including those related to student privacy and crowdfunding.

    • Implementation Plan (25 pts)

      A detailed implementation plan, including a timeline and key milestones.

    • Fee Structure (30 pts)

      The fee structure proposed for the services as outlined in this Request for Qualification and clarified through addenda. Respondent must disclose their fee structure, including any commissions or service fees. The maximum allowable commission/fee rate applicable to all qualified vendors is 15% of the total funds raised per campaign. Vendors are not allowed to assess any other fees.

      The fee structure proposed for the services as outlined in this Request for Qualification and clarified through addenda. The Respondent's fee structure will be evaluated to ensure it is reasonable and within the maximum allowable commission/fee rate of 15%. No other fees can be assessed.
