    Description

    NOTICE IS HEREBY GIVEN that The School Board of Brevard County, Florida, henceforth referred to as the District or School Board is accepting sealed responses for Custodial Chemicals (26-0471-P-LC).

    Project Overview

    The School Board of Brevard County is requesting sealed proposals to provide Custodial Chemicals including but not limited to: cleaning chemicals, dilution centers, MSDS forms etc., as requested. This will include the following five (5) Chemical Cleaning Product Categories which are: all-purpose cleaners, disinfectants, hand hygiene, carpet care, and hard floor care. The Respondent(s) shall provide the necessary management, inventory, delivery capabilities, repairs, and expertise required to implement a direct delivery purchase program and support special delivery projects as required. The respondent(s) shall also provide periodic training including but not limited to hands on use of chemicals, access to online training videos and custodial training literature as well as a local rep for emergency responses. This RFP and resulting agreement cover all facilities of the School Board.

    The deadline to submit questions related to this solicitation is 2:00 pm on Thursday, April 9, 2026.

    Sealed responses for furnishing the above will be accepted up to 2:00 pm on Wednesday, April 22, 2026.

    NOTE: Respondents are required to submit responses electronically via the OpenGov e-Procurement Platform. Respondents shall not be permitted to hand-deliver, mail, telephone, fax or email offers.

    Responses received after the submission deadline and/or transmitted outside of the designated OpenGov e-Procurement Platform shall be rejected.

      A brief profile of the firm, including:

    • Experience of Personnel (10 pts)

      Discuss your firm’s proposed Project Organization and Project Staffing. Please include:

      1. The overall qualifications/resumes of the key personnel providing the service requested, including education and training, and experience in services herein addressed
      2. If the Proposer's solution involves use of subcontractors in an amount greater than 10% of the project’s budget, the response must include resumes of any subcontractors
      3. Identify any subcontractors involved and to what extent
      4. An organizational chart of the proposed project team
      5. Define the roles and responsibilities of each of the assigned staff
    • Technical Approach and Methodology (15 pts)

      Describe your firm's understanding of the project scope and approach or approaches to successful completion, specialized skills available, special considerations and possible difficulties in completing the project as specified.  Describe alternate approaches to the project, if applicable.

    • Training Services (15 pts)

      Provided to include Training both hands on and online, Custodial Workload software, and Local repand availability.

    • References (5 pts)

      Provide a minimum of three (3) reference letters from owner representatives for projects that your Firm has provided or is providing services which are similar in scope to this RFP. Reference letters shall be current, dated within three (3) years of this solicitation. The reference from the owner representative must  be provided on their letterhead, and include details regarding your Firm’s role, level of service provided, etc. Letters from School Board of Brevard County staff shall not be considered.

    • Fee Schedule (30 pts)

      The fee schedule proposed for the services as outlined in this Request for Proposal and clarified through addenda. Pricing shall be inclusive of all materials, travel, and expenses required to complete the scope of services described herein. List any relevant services that are within the scope of services outlined in this solicitation. Respondents should also propose a payment schedule in accordance with the scope of services and deliverables, subject to approval of the District.

    • Mandatory & Desirable Characteristics (20 pts)

      Provide a copy of each chemical label and EPA certification document for each of the products proposed. The evaluation will be based on section 2.7 "Chemical Product Evaluation".

    • Responsiveness of the Proposal (15 pts)

      The respondent’s ability to comply with the minimum qualifications and mandatory requirements of this Request for Proposal.

    • Ability, Capacity, and Skill of the Proposer (25 pts)

      The ability, capacity, and skill of the Firm to be able to provide the services here in addressed.

    • Relevant Experience (15 pts)

      The experience of the respondent with Florida School Boards and/or other political subdivisions.

    • Approach and Methodology (20 pts)

      The Firm’s approach and methodology of how the services herein addressed will be provided.

    A: Tentative award date is June 16, 2026. There is no installation on this RFP. This is for the purchase of custodial chemicals.


    Q (soap and sanitizer dispensers ): can you pls share the approximate number of dispensers installed ?

    A: There are approximately 7000 dispensers installed.


    Q (dilution control systems ): can you pls share how many dilution control systems are installed currently ?

    A: There are approximately 450 dilution systems.

    Q (followup to #3): response says no dispenser install needed. If we quote different chemicals, may require different dispensing system and if we quote different soap,sanitizer, would require different dispensers. Alternates are allowed, correct ?

    A: Alternates are allowed. Vendor shall install dispensers for chemicals supplied.

    A: The questions will be answered and provided no later than April 15, 2026, at 2:00 PM which is one week from the solicitation due date. It is possible that all questions will be answered prior to this day and time, just depends on how many questions are received closer to the question deadline.
