    Notice is hereby given that Parsons Transportation Group of New York, Inc. (Parsons) will accept bids for performing drilling as well as temporary groundwater well installation in association with the I-81 Viaduct Project Contract 7, being completed for the New York State Department of Transportation. PDF’s of the full Request for Proposals can be downloaded at Parsons’ bid portal SAP Ariba at no cost by sending a request to procurementrfp@parsons.com with vendor name, vendor contact first name and last name, and email address. Contractors will be required to register/sign in and are responsible for checking the above website for all project updates including addenda. Project Overview Parsons has been retained by the New York State Department of Transportation (NYSDOT) to manage a contaminated materials field sampling contract for the above referenced project through our subconsultant Watts Architects and Engineers (Watts-AE). The successful bidder will enter into a subcontractor agreement with Watts-AE. We respectfully request that you review the project Scope of Services (Attachment A), Field Sampling Plan (Attachment D), and if interested, submit a bid proposal to outline your approach to the work, any assumptions, schedule, and an itemized unit cost for the project. The required services include soil borings, temporary groundwater well installation, and work zone traffic control. The proposal should include all costs as defined in the Scope of Services, including those associated with mobilization and any other incidentals. Project Location The project is located in the City of Syracuse, NY. See the Field Sampling Plan in Attachment D. Scope of Requested Services The Contractor shall utilize truck mounted hydraulic push drilling or rotary drilling equipment (as appropriate) to complete test borings along with continuous soil sampling at the locations and depths shown on the plans in the Field Sampling Plan found in Attachment D. At some of the boring locations the Contractor shall include the installation of temporary monitoring wells. Please refer to the full Request for Proposals for Scope of Work, Bid Form, Field Sampling Plan, and other requirements. Specifications and References • NYSDOT Standard Specifications, Section 619. • Field Sampling Plan (FSP) for the Hazardous Waste/Contaminated Materials Detailed Site Investigation (DSI) of the I-81 Viaduct Project Contract 7 Disturbance Area, Syracuse, Onondaga County, April 1, 2026. • HAZWOPER Part 1910.120 App B - General Description and Discussion of the Levels of Protection and Protective Gear (https://www.osha.gov/laws-regs/regulations/standardnumber/1910/1910.120AppB). Project Conditions and Requirements • Soil Borings and Groundwater Wells will be installed and paid for under Contract Specific Items as indicated in the Scope of Services in Attachment A, Bid Form in Attachment B, and the Field Sampling Plan in Attachment D. • Approximately 46 test borings are required. • Approximately 5 temporary groundwater wells are required to be installed and removed. Introduction Page 2 • Contractor shall apply for/obtain all permits including but not limited to State and City Highway Work Permit(s) from NYSDOT and City of Syracuse. • Contractor shall provide Work Zone Traffic Control in accordance with all State and local requirements including NYSDOT Standard Specifications (Section 619) of and Standard Sheets (619 Series), as required, to perform drilling and sampling operations. • No laboratory testing is required by the Contractor under this contract. • New York State Prevailing Wage Rates apply. • A Watts-AE on-site representative will be on-site during drilling operations. Contractor shall coordinate field work with Watts-AE’s on-site representatives. • All bids should reflect the payment terms of pay-when-paid. All invoices for services will be paid within 7 days of our receipt of payment from our client (Parsons/NYSDOT). The successful Bidder must have an approved CCA-2 on file with NYSDOT prior to being awarded a contract. If the successful Bidder does not currently have a CCA-2 on file with NYSDOT, the Bidder may find the CCA-2 forms and instruction for completion online at https://osc.state.ny.us/vendrep/form_cca2.htm. Prior to making an award of a contract, the NYSDOT’s Office of Contract Management will review the apparent low bidder’s Vendor Responsibility Questionnaire and a determination of responsibility of the proposed contractor will be made prior to award. Bids to be considered must be received and posted at Parsons’ bid portal SAP Ariba by 2:00 PM local time, on May 18, 2026. Bids received after the above noted time will not be accepted.
