LETTER OF INTENT DESIGN‐BUILD SERVICES FOR UPGRADES AND PREVENTIVE MAINTENANCE OF TEN BQE (I-278) BRIDGES, QUEENS AND KINGS COUNTIES, NYC PIN X731.90 Contract # D900063 THE NEW YORK STATE DEPARTMENT OF TRANSPORTATION (NYSDOT) WILL ISSUE A REQUEST FOR QUALIFICATIONS (RFQ) TO OBTAIN A STATEMENT OF QUALIFICATIONS (SOQ) FROM FIRMS INTERESTED IN PROVIDING DESIGN‐BUILD SERVICES FOR UPGRADES AND PREVENTIVE MAINTENANCE OF TEN BQE (I-278) BRIDGES LOCATED IN REGION 11 IN KINGS AND QUEENS COUNTIES. The estimated value of this contract is expected to be between $30-40 million. The work envisioned for this project will include design, fabrication and installation of two inspection and maintenance travelers on the Kosciuszko Bridges; repairs, modification, and/or realignment of the existing traveler rails to facilitate the proper functioning of the new travelers; and preventive/corrective maintenance repairs on the Kosciuszko Bridge approach spans and eight other bridges in the vicinity. A Request for Qualifications (RFQ) is anticipated to be issued in June 2026. Responses to the RFQ will be evaluated to establish a listing of Design‐Build firms that will be invited to submit Proposals in response to a Final Request for Proposals (RFP), scheduled to be issued in November 2026. The “Best‐Value” selection process will evaluate the ability of the Design‐Builder to manage the Design‐Build process, design, construct and control the Project to provide a quality product, on or ahead of schedule, for a reasonable lump sum price within the Department’s project budget. The RFQ will establish the pre‐qualification process for the firms seeking to be Short listed as proposers and will provide full details of the Statement of Qualifications (SOQ) required from interested firms. The Department reserves the sole right, without incurring any liability, to change any aspect of the proposed procurement described above, including the right to not proceed with the procurement and/or right to proceed in a different manner or on a different timeline than as described above.
