Dane County is developing a new landfill facility (Site 3) located at 4402 Brandt Road, Madison, WI 53718. The new landfill is being constructed to provide long-term solid waste disposal capacity. Dane County is also developing a Sustainable Business Park located north of the landfill cell. Construction of the Sustainable Business Park is anticipated to begin in Summer 2026. While that work will be completed under a separate contract, coordination between projects will be required.
The pre-bid meeting for RFB 326001 is scheduled to take place Tuesday March 17 at 10am. This meeting will begin at Dane County Landfill Site 2 (7102 Maahic Way, Madison, WI), inside the job trailer adjacent to the Scale House. Refer to the attached map for more details (Attachment A).
Potential bidders are encouraged to attend this meeting to learn more about the project, have an opportunity to ask questions, and participate on a tour of the construction site. Refer to the attached agenda for more details (Attachment B).

This addendum includes the Site Visit Meeting Minutes and attendance sheet (Attachments A and B), the presentation reviewed during the meeting (Attachment C), and the Dane County Waste & Renewables Construction Health and Safety Memo (Attachment D).
The meeting minutes document questions raised by bidders and responses provided by Dane County staff during the site visit. The Health and Safety Memo is provided for reference and shall be used by CQA bidders in developing their project-specific Health and Safety Plan, which must be submitted prior to the pre-construction meeting.
Bidders are also advised of a correction to the presentation, as clarified in the Question and Answer tab on OpenGov, regarding the Emerging Small Business (ESB) Report requirements.
No changes to the project scope are included; this addendum is for informational purposes only.
This addendum includes revisions to the Project Manual (Attachment A) and updated Drawings (Attachment B). Only the affected specification sections and drawing sheets are included; bidders shall replace these within the original Project Manual and Plan Set as applicable.
The revisions include updates to the Bid Schedule, Summary of Work, Measurement and Payment, technical specifications, and the CQA Plan, as well as the addition of Appendix G and updates to existing appendices. Key revisions include modifications to bid items, clarification of geotextile requirements, addition of alternate bid items, and updates to valve specifications, monitoring well abandonment scope, and CQA Plan requirements. The Drawings have also been updated to reflect revisions to site preparation, subbase and underdrain layout, and landfill system details.
Bidders are also advised of corrections to the pre-bid meeting presentation, including clarification regarding upcoming addenda versus construction bulletins and permit ownership.
Bidders shall update their bids and associated assumptions based on these revisions and clarifications.

This addendum provides a revised Bid Schedule 1 Quantities Form (Attachment A) to correct errors identified in the version issued with Addendum No. 2. Revisions are shown in red for reference.
The revised quantities are provided for informational purposes only. Bidders remain responsible for verifying all quantities, lengths, and volumes based on the Contract Drawings and Specifications.
This addendum also includes clarification regarding instrumentation and controls. The Contract Documents identify instrumentation as Owner-furnished, with the Contractor responsible for providing power, installing control panels, and completing associated wiring and conduit.
These items are issued solely to clarify previously provided information and correct identified errors. Bidders shall consider this information in preparation of their bids. Bidders must acknowledge this addendum prior to bid submittal.

Q (Leachate Sideslope Riser Structures): The sideslope riser structures are drawn as open top. I would assume the intent, as typical is to provide a precast cover slab with access hatches in it. Can you confirm that is the intent, and what size access hatches would be required?
A: The sideslope riser (SSR) structures are intentionally designed and detailed as open-top, as shown on the drawings. The design does not include a precast cover slab or access hatches, and none are required. The open-top configuration is intentional to allow for operational access. A drain is provided at the base of the structure that conveys flow back into the landfill, ensuring that any incidental spills, overflows, or maintenance-related discharges within the structure are contained and directed back into the landfill/leachate collection system.
Q (326001 Dane Cty Landfill Site 3 - ESB Submission): During the pre-bid meeting today, it was stated ESB submissions needed to be in by 3/19 or be subject to disqualification. In the project manual it states within 10 business days of bids due. I assume that to mean within 10 days after bid due date, to have time to request and receive quotes from ESBs up until the bid is due? Just want to be clear on this. Thanks.
A: Thank you for the question. This message corrects information provided during the pre-bid meeting on Tuesday. The Emerging Small Business (ESB) report is due 10 days after the bid due date (April 16). Bidders must be approved for Best Value Contracting (BVC) prior to submitting a bid. Please note that this approval process may take several days, so applicants are encouraged to submit their BVC certification request in advance of the bid deadline. To clarify, BVC approval is required before bid submittal, while the ESB report is due after the bid due date.
Q (Fencing Limits):
A: The security fencing appears to terminate along the northeast portion of the project limits. Can you clarify why the fencing does not continue along the north side? The security fencing along the north side will be completed by others as part of the Sustainability Business Park project (RFB 326002). The future fencing will tie into the completed fencing under this contract and will match the project specifications.
Q (Bid Item # 31 - "Liner System Geotextile Cushion"): Kindly confirm which textile you are looking for bid item#31 Geotextile Cushion- is it 12oz, 16oz, 20oz or 24 oz ?
A: The geotextile is dependent on the proposed leachate drainage layer material contractors are planning to procure for the projects. Leachate drainage layer material maximum particle size and particle shape requirements are listed in Table 11-2 of the CQA plan. Assume 16 oz. geotextile cushion for bidding purposes. Additional alternate bid items will be added to Alternate Bid Schedule 2 as part of the addendum for 20 oz. and 24 oz. to obtain pricing for the other geotextile thicknesses. Code requires a minimum 16 oz. geotextile, so a 12 oz. will not be allowed for the leachate drainage layer geotextile cushion.
Q (Bid Quantities):
A: Can the County provide the estimated bid quantities for each line item? Yes. The County will provide quantities for bid items in the upcoming addendum; however, these are for informational purposes only. Bidders are still expected to perform their own due diligence in reviewing the plan sets. Items designated as lump sum will remain lump sum, regardless of any alleged discrepancies in the provided quantities.
Q (Asphalt Paving Areas): The document set does not clearly identify which areas are to receive asphalt pavement. Please provide additional detail specifying the limits of paving, including required cross sections and a clear distinction between Item 64 (“Access Ramps – Paved”) and Item 65 (“Perimeter Access Road”). Additionally, consider revising Items 64 and 65 from lump sum to unit-based asphalt pay items, with quantities broken out by mix type and tonnage.
A: There is different hatching shown on the plan view sheets distinguishing the Access Ramps from the Perimeter Access Road. The pavement hatching used in the Drawing set will be added to the legend with the revised Plan Sheet 8 (Subbase Grades and Underdrain System) to be provided with the addendum. The Access Ramps – Paved section is shown on Detail 7/18. Line item will remain lump sum.
Q (Additional Access Road):
A: What is the intent/purpose of the road (Sheet 5)? Is it temporary and only used for construction or is it permanent? If it’s permanent, what’s the road detail (i.e. breaker run, fabric, 1-1.5’ stone, etc.)? This road is temporary for contractor construction needs as necessary. At the start of project, this southern location may be the access point for construction traffic until construction of HWY AB starts in Spring 2027. At that time, construction access will be from the northern entrance near the City of Madison maintenance facility. Because it is a temporary road for contractor’s purposes during construction, contractor is responsible for the road detail.
Q (Leachate Drainage Layer Material): Can the leachate drainage layer material be crushed sand and gravel or does it need to be screened sand and gravel?
A: The leachate drainage layer material needs to conform to the requirements in the CQA Plan. To meet the CQA plan requirements, the leachate drainage layer material should be primarily gravel with a relatively low sand content. The leachate drainage layer material should have a gradation that is somewhat similar to the coarse aggregate bedding of the leachate collection lines to meet the filter requirements in the CQA plan. Leachate drainage layer material maximum particle size and particle shape requirements are listed in Table 11-2 of the CQA plan. The contractor will need to coordinate the geotextile cushion selection with the leachate drainage layer material properties. For bidding purposes, a 16 oz. geotextile cushion has been assumed, with alternate bid items for other geotextile weights.
Q (Box Culvert Sizes): The box culvert sizes are not standard sizes. Can they be substituted with a standard elliptical size?
A: Box culverts in the perimeter swales are standard sizes as provided by local vendors. The box culvert to Pond #1 is not a standard size but is required based on constraints. Elliptical culverts were evaluated but were determined to be insufficiently sized or incompatible with available space. Please assume box culverts as shown in the Drawings and details.
