The purpose of the RFSQ is toprequalify prospective bidders for the Project. General Contractors who wish to participate in bidding forthe Project must submit a Statement of Qualifications (SOQ). Only general contractors that aredetermined by the District to be pre-qualified will be eligible to participate in bidding.The District is undertaking a multi-year capital rehabilitation program to restore and extend the servicelife of critical membrane treatment infrastructure at DCMWTP. The Project will be delivered through aphased construction approach to maintain continuous plant operation as much as possible whilerehabilitating multiple concrete membrane basins, replacing protective liner systems, and performingassociated structural, mechanical, and coating improvements. The replacement of the CIBPP will be duringthe first year of the program only.The District is seeking qualified contractors with demonstrated experience performing complexrehabilitation work within an active water treatment facility and with submerged membranes. The issuanceof this RFSQ is the first of a two-step procurement process further described in Section 4.1.This is a six-year program, with the intent to award the first package including Years 1 and 2 of theproposed work, and with a District option to award work for subsequent years, based on performance.
