    Description

    Intent: The City and Borough of Juneau (City or CBJ) invites proposals from highly qualified consulting firms to provide comprehensive financial investment advisory and consulting services for its Deferred Compensation Program (Program). This Program serves the employees of both the CBJ and Bartlett Regional Hospital (BRH), a CBJ owned entity. BRH operates under its own personnel rules, collective bargaining agreements, and Human Resources department. The successful Proposer will serve as an independent, objective advisor to assist the Deferred Compensation Committee in maintaining a high-quality, cost-effective program that is compliant with all fiduciary standards and serves the best interests of participating employees. The selected advisor will partner with the Deferred Compensation Committee and designated staff to provide expertise and support in the following areas: Monitor and analyze plans, funds, and fund manager performance quarterly. Review and maintain all required plan documentation, including the Investment Policy Statement (IPS). Provide detailed plan cost analysis and benchmarking. Provide fiduciary education and training for committee members. Conduct a Request for Proposals (RFP) for Recordkeeping Services as required by the CBJ Purchasing schedule (anticipated every five years). Conduct investment manager searches and manage investment manager transitions as required. Perform contract evaluation services. Assist with plan governance and committee functions.
