Scope of Work Summary The project has been separated into three volumes of plans and one volume of technical specifications to reflect three separate funding sources. See below for scope of work summary and complete solicitation documents for details. Volume 1 will extend Challenger Boulevard from Piper Road, east to Golf Course Boulevard. Volume 1 also includes reshaping the stormwater management pond that exists west of Golf Course Boulevard to maintain treatment and flood compensation volume. Excavation of the eastern side of the pond will be used to fill the northern side of the pond to build the Challenger Boulevard extension. Volume 1 also includes the construction of a new traffic signal at the intersection of Piper Rd. and the newly extended Challenger Blvd. Extending Challenger Blvd. will allow Golf Course Boulevard to then be demolished. Volume 2 includes the demolition of Golf Course Blvd. between Challenger Boulevard and Mooney Avenue. Volume 2 also includes the demolition of the eastern end of Henry St. and the construction of a new cul-de-sac for semi-trailer turnaround at the new eastern end of Henry St. Volume 3 will convert a portion of Golf Course Blvd. to an airfield perimeter road and move this portion of the road inside the airfield security fence by moving the fence to the west side of the road. Volume 3 will also extend the Perimeter Road to connect to Taxiway D. This will provide connectivity from the western portion of the airfield, around the northern end of Runway 15, to the northern portion of the airfield where the new Air Center facility was constructed. The existing airfield security gate will also be removed in Volume 3. Construction will be phased, and roadway Maintenance of Traffic (MOT) by phase is required to limit impact to traffic on Piper Road, the existing intersection of Golf Course Boulevard and Challenger Boulevard, and aircraft taxiing on Taxiway D. ## Pre-Bid Conference NON-MANDATORY A non-mandatory pre-bid conference is scheduled for 2:00 p.m. local time on April 15, 2026, in the Charlotte County Airport Authority Board meeting room Building 313, 7375 Utilities Road, Punta Gorda, FL.
