    Greenwood County (“Owner”) is requesting proposals from qualified General Contractors for the design and construction of a fire station located at 523 Whitehall Road in Promise Land, SC (parcel ID # 6823-816-469). The design/build project will consist of the design, permitting, clearing, grading and construction of a single-story, approximately 7,500 SF, full-time fire station building. The station will have garage space for four (4) Fire and one (1) EMS apparatus with an 8" heavy-duty concrete driveway to Whitehall Road. Also included in the station shall be sleeping quarters for up to 8, 3 1/2 bathrooms, kitchen, utility room with washer/dryer, office space, and meeting/multi-purpose room. Greenwood County is seeking a station similar in size, function and layout as Fire Station 45 located at 128 Greenwood Avenue South, Ware Shoals, SC.

    Evaluation Criteria

    • PROJECT TEAM/EXPERIENCE (20 pts)

      List project team members and previous work experience of similar scope.

    • COST PROPOSAL (50 pts)

      Provide an overall cost proposal, with unit costs of each numbered scope of work, and any alternate options that may provide a cost savings to the owner.

    • DESIGN (30 pts)

      Provide a conceptual site plan layout and floor plan of the new fire station.

    • Local Preference (10 pts)

      A local vendor is defined as a business entity that maintains a principal place of business in Greenwood County, South Carolina. To qualify as a local vendor, a business must have a physical address in Greenwood County where meaningful operations are conducted. A P.O. Box or virtual office alone does not suffice. Subcontractors may contribute to a general contractor’s eligibility for local vendor preference points, based on the percentage of total project work awarded to local subcontractors. The preference point calculation will be determined by the proportion of local subcontractor participation in the project, which must be identified in the Proposal.
