A local vendor is defined as a business entity that maintains a principal place of business in Greenwood County, South Carolina. To qualify as a local vendor, a business must have a physical address in Greenwood County where meaningful operations are conducted. A P.O. Box or virtual office alone does not suffice. Subcontractors may contribute to a general contractor’s eligibility for local vendor preference points, based on the percentage of total project work awarded to local subcontractors. The preference point calculation will be determined by the proportion of local subcontractor participation in the project, which must be identified in the Proposal.
