    The City of Clermont is seeking sealed proposals from experienced and qualified Design-Build teams to evaluate and deliver a multi-level public parking garage at one of two City-identified downtown locations: (1) 705 7th Street, Clermont, Florida, and (2) the larger rear/south City Hall parking lot at adjacent to 685 W. Montrose Street, near W. Desoto Street, Clermont, Florida. The City intends to select a team capable of providing a comprehensive, turnkey project that includes site-specific concept refinement, final design, permitting, construction, commissioning, and operational readiness.

    This RFP is limited to the municipal parking garage solution for the two proposed City sites identified in this solicitation. Respondents must address both locations in their proposals. The City may select either location for final design and construction based on best value, feasibility, available funding, Council direction, and negotiations.

    Evaluation Criteria

      The maximum number of points will be awarded to the lowest responsive overall price. All other respondents will receive points in this category weighted to how their cost fares against the lowest-cost proposal.

      To be considered a respondent located within the City of Clermont and eligible to receive up to five (5) evaluation points, the proposer must meet all of the following requirements:

      1. Maintain a headquarters, manufacturing facility, home office, locally-owned franchise, or operating branch physically located within the City of Clermont. 
      2. Have been in continuous operation at that location for a minimum of one (1) year prior to the issuance of the applicable RFP.
      3. Within the one (1) year period preceding issuance of the Request for Proposals (RFP), have paid commercial real property taxes, filed a tangible personal property tax return, held a valid City of Clermont business tax receipt, or otherwise demonstrated lawful business activity within the City, as determined by the Procurement Director.

      Evaluate the organization, clarity, completeness, responsiveness, and overall professionalism of the submitted proposal.

      Instruction:

      Respondents are limited to a total page count not to exceed eighty (80) pages excluding the cover page, table of contents, and tab sheets. Page size shall be 8.5 x 11 inches. The text size should be 11 points or larger using Arial or Times New Roman font only. Use at least one (1) inch margins on the top and bottom and three-quarter (3/4) inch side margins. All response sections must be appropriately separated and tabbed. The City reserves the right to seek additional/supplemental representation on specific issues as needed.

      Table of Contents

      Outline in sequential order (as stated below) the major areas of the response. All pages must be consecutively numbered. Respondents must respond to all minimum requirements listed below. Responses that do not contain such documentation may be deemed non-responsive.

      1. Introduction Letter
        1. Provide an introductory letter outlining the respondent’s specialization, the location of the office responsible for managing the project, and a summary of the experience intended to support the respondent's qualifications to perform required professional services. The introduction letter must be signed by an officer of the Company/Corporation submitting the response.
      2. License and Insurance
        1. The respondent must provide evidence that the company is currently registered with the State of Florida. Include the active Florida Department of State Division of Corporations Document Number (or Registration number for fictitious names). If the respondent is an out-of-state or foreign corporation or partnership, the respondent must show evidence of being able to transact business in the State of Florida. It is the respondent's responsibility to comply with all state and local business requirements. Include all licenses pertaining to the successful completion of this solicitation scope of services, and a copy of the business W-9 certificate and Vendor Information Form.
        2. Submit a current insurance certificate (on ACORD Form) showing the company's insurance coverage requirements or a letter from the insurer detailing the company's capability to obtain coverage requirements. Refer to the Response Procedures section for insurance coverage requirements and limits.
      3. Company Qualifications
        1. Demonstrate that the prime firm has been in business under its current name for at least five (5) years or explain name changes during the past twenty (20) years.
        2. Describe design-build history, organizational structure, bonding capacity, safety record, financial capacity, and experience with public clients.
        3. Provide at least five (5) comparable parking garage or structure parking projects completed within the past ten (10) years by the prime firm, design-builder, or key team members. Include location, owner, size, number of spaces, delivery method, role, cost, schedule, distinctive features, and client reference.
      4. Design-Build Team Experience
        1. Provide an organizational chart identifying the prime contractor, design professionals, major subcontractors, and key personnel.
        2. Provide resumes for the project executive, project manager, superintendent, design manager, architect, structural engineer, civil engineer, MEP engineer, traffic/MOT lead, safety lead, and other key personnel.
        3. Describe prior working relationships among team members and relevant municipal, downtown, or active construction experience.
      5. Technical Approach
        1. Describe the proposed delivery approach from Notice to Proceed through final completion.
        2. Explain design management, constructability review, cost control, quality control, safety management, permitting, utility coordination, stakeholder coordination, and change management methods.
        3. Identify major risks and mitigation strategies, including site constraints at both locations, City Hall operations, utility conflicts, downtown traffic, weather, long-lead materials, elevators, and public access.
      6. Two Site Analysis, Parking Program, Traffic, and MOT
        1. Provide separate conceptual site plans and parking programs for Site A - 705 7th Street and Site B - City Hall parking lot, showing proposed garage footprint, levels, access points, pedestrian connections, ADA routes, loading/service considerations, estimated capacity, and net new parking spaces for each location.
        2. Describe traffic circulation, queuing, ingress/egress, sight distance, pedestrian safety, sidewalk impacts, staging, laydown, haul routes, and maintenance of traffic.
        3. Explain how public access, City Hall operations where applicable, nearby businesses, pedestrians, downtown circulation, and downtown events will be protected during construction for ach proposed site.
      7. Art, Aesthetics, and Community Design
        1. Describe proposed architectural character, facade treatment, public art opportunities, lighting concepts, landscape/streetscape integration, and pedestrian experience.
        2. Include approach for City coordination and community input on public art and design elements.
      8. Project Schedule
        1. Provide a realistic schedule from Notice to Proceed through final completion, with major milestones for design, permitting, procurement, construction, commissioning, and close out.
        2. Identify critical path items, assumed review durations, early release packages, long-lead items, and schedule recovery strategies.
      9. Conceptual Deign and Illustrations
        1. Provide preliminary plans, elevations, perspectives, massing diagrams, renderings, mood boards, or similar illustrations that communicate design intent and site response for each proposed location.
        2. Conceptual illustrations are not expected to be final design documents but should demonstrate understanding of the City's goals and site context for each proposed location.
      10. Cost Proposal
        1. Provide a detailed Guaranteed Maximum Price (GMP) estimate including assumptions and exclusions.
        2. Provide separate cost proposals/GMP estimated for Site A and Site B. Break out costs for pre-construction/design, permitting, site work, utilities, foundations, structure, architectural/facade, MEP, elevators, EV charging, paid  parking systems, security/technology, public art, landscaping, general conditions, contingency, overhead, profit, insurance, and bonds for each site.
        3. Identify alternates and allowances separately and provide rationale for cost assumptions.
      11. Claims Disputes
        1. In this section, list all respondents’ projects that:
          1. Are currently in a claims dispute or have been in a claim dispute within the last ten (10) years, and provide reasons for the dispute. In addition, provide disposition (pending or settled), the amount of the claim, and a brief description of the claim or dispute.
          2. List all projects completed by the respondent’s surety in the last ten (10) years.
          3. List all liquidated damages assessed to the respondent in the last five (5) years, including a brief narrative of the circumstances and the amount assessed.
      12. Business Location
        To be considered a respondent located within the City of Clermont and eligible to receive up to five (5) additional evaluation points, the respondent must provide documentation demonstrating all of the following:
        1. Physical business location within the City of Clermont.
          Provide one (1) or more of the following showing the respondent's City of Clermont address:
          1. Executed commercial lease, or deed/property record (if owned).
          2. A recent utility bill in the business name at the Clermont address.
          3. Certificate of Occupancy or zoning approval for the Clermont site (if applicable).
          4. SunBiz (Florida Division of Corporations) records listing the Clermont principal/branch address.
        2. Continuous operations at that location for at least one (1) year.
          Provide documents showing the same Clermont address over time (recommend items showing two dates spanning 12+ months), such as:
          1. Twelve (12) months of lease history (executed lease + renewal, rent ledger, or notarized landlord letter confirming occupancy dates).
          2. Utility bills (one dated at least 12 months prior and one current).
          3. Insurance certificates or policy declarations showing the Clermont address from last year and the current year.
          4. State/local filings or registrations listing the Clermont address over the past year.
        3. Lawful business activity within the City during the preceding one (1) year.

    Q (Deadline): Would the City consider extending the deadline? The time allotted to provide all design concepts and GMP is very short.

    A: Unfortunately, we are on a tight deadline imposed by the City Council. Conceptual plans would be acceptable if time is a concern. The intent is to have a proposed structure including the number of stories, spaces (including compact, handicapped, EV, and standard size), and total cost. The building and architectural design can be conceptual and pre-engineered, if needed for timing purposes.
