Design/Build Services - Wave Improvements Phase 1 (CIP No. 8398) - Flow Rider Resurfacing

The City of Vista (City) is soliciting proposals from qualified design-builder (DB) entities for the WAVE IMPROVEMENTS PHASE I (CIP NO. 8398) – FLOW RIDER RESURFACING (Project). The selected DB will provide the City with a turnkey project which includes engineering design, procurement, construction, commissioning, and closeout services for the project. This Request for Proposals (RFP) includes a description of the project, proposal requirements, criteria for selection, and scope of services to be provided by prospective DBs.

Evaluation Criteria

• Experience with Similar Projects (20 pts) —

  DBT’s ability to successfully complete the project as evidenced from similar FlowRider retrofit projects.

• Ability to Meet Requirements (20 pts) —

  DBT’s ability to meet the requirements of the RFQ within the City’s budget and schedule.

• Methodology and Strategic Plan (20 pts) —

  Methodology and Strategic Plan effectively communicates the technical competence and workmanship ability of the DBT to complete the project.

• Long Term Maintenance Concerns (20 pts) —

  Material properties and conceptual plan demonstrates the effectiveness to resolve the City’s long term maintenance concerns with minimal impacts to the existing FlowRider Structure.

• Rates and Fees (20 pts) —

  Rates and Fees for Phase I (Design) and Phase II (Construction) services.
