OVERVIEW The project site is a 30.86-acre parcel located at 320 State Road 312, St. Augustine, FL 32084 and identified by Parcel ID: 134900-0000. The awarded Consultant shall provide a full design for the park and boat ramp that utilizes EXHIBTA: MASTER SITE PLAN as a reference for completing the design. The design must balance recreational use with environmental preservation, while complementing and enhancing existing and proposed facilities within the surrounding area, and complying with all applicable zoning and land development code requirements. The final scope will be determined through negotiations with the awarded Consultant. The Waldron Family Park will encompass a wide range of recreational, educational, and support facilities. Key program elements may include but are not limited to: 1. Waterfront Amenities: boat basin, boat ramp, floating docks, public safety dock, floating dock extension, boardwalk, kayak launch, and boat trailer parking. 2. Recreational Features: Bocce ball court, corn-hole game, horseshoes pit, nature trail system, and a scenic overlook tower. 3. Community & Educational Facilities: large and small picnic pavilions, and butterfly and tortoise exhibits. 4. Supporting Facilities: busk barn and operations area, restroom facilities, site utilities, drives, parking areas, other park-related amenities identified by community involvement, and related fixtures/equipment. B. PUBLIC ENGAGEMENT PLAN (PEP) The awarded Consultant shall provide a customized PEP for the park, which shall clearly state the goals and process for public engagement. Minimum requirements for the PEP include: 1. Public engagement shall be inclusive of St. Johns County's diverse communities. The PEP shall include a description of all outreach activities and efforts, noting how each integrates with the planning process. 2. Develop an online digital public engagement survey tool designed to enable meaningful and far-reaching public involvement. County staff will review and approve the survey tool. 3. Create, print, and distribute meting materials including invitations, flyers, signs, sign-in sheets, agendas, handouts, presentation materials, etc. 4. Conduct up to two (2) public meetings, including meeting set-up and breakdown, hosting, distribution of informational materials, and provide assistance to media. 5. Develop a strategy for engaging diverse communities, specifically addressing language barriers and limited access to technology. 6. Conduct at least three (3) focus groups to engage demographically diverse groups of citizens in guided discussions about St. Johns County Parks & Recreation Department's long-range goals. 7. Provide a Community Engagement Summary Report that details the goals of community engagement, how the goals were met, and at a minimum, the following information about the participants and/or respondents: domicile by zip code, race, ethnicity, gender, and age. C. DESIGN DEVELOPMENT The awarded Consultant shall provide the following design services: 1. Design development of all plans and specifications necessary for all required divisions of work including, but not limited to, site work, architectural, structural, mechanical, electrical, plumbing, fire protection, and landscape/irrigation. 2. Develop a prioritization of park amenities based on input gathered in PEP activities and plan construction phases to match priorities. 3. Coordinate public input from PEP activities, with the County's direction, into design elements. 4. Obtain any and all surveys, environmental assessments, and geotechnical services that may be needed. 5. Identify the best access to the site and placement of park facilities including buildings, and other amenities, taking into consideration and addressing easements, wetlands, specimen trees, and any other site challenges. 6. Prepare complete design plans and specifications necessary for permitting and construction. These shall include, but are not limited to, civil, architectural, structural, mechanical, electrical, plumbing, fire protection, life safety, technology, irrigation, landscape, and furniture design disciplines. 7. Submit all design plans to the County for review at the 30%, 60%, 90%, and 100% phases. Each design phase submittal shall include sufficient time for review and comment by County personnel. Should redesign be required to correct errors, omissions, oversight, quality assurance issues, or constructability concerns, excluding any changes resulting from additional scope requested by the County, the Consultant shall perform such redesign at no additional cost or time to the County. Neither the plans, nor the specifications, shall include any procurement and/or contractual requirements or parameters, which may conflict with the County’s IFB Documents and/or Contract Documents. 8. Submit 100% signed, sealed Construction Documents that incorporated any changes resulting from Requests for Additional Information (RAI), the bidding processes, and the SJC Building Department. D. MEETINGS AND PROGRESS REPORTING The Consultant shall participate in periodic meetings with County personnel and other agencies, as required for resolution of design issues. These meetings may include discussion on the following: 1. Technical issue resolution 2. Permit agency coordination 3. Government agency coordination 4. Scoping Meetings 5. Public involvement 6. Utility meetings 7. Design kickoff meeting 8. Comment resolution 9. Pre-construction meeting During the design phase, the Consultant shall meet with County's Project Manager on a biweekly basis and provide projections of the activities to be completed during the upcoming four (4) weeks. The Consultant shall, on a monthly basis, provide written progress reports that describe the items of concern and the work performed on each task. The Consultant shall provide plans and/or comment responses for discussion at a comment resolution meeting at each design phase submittal. The comment resolution meetings shall be shown in the project schedule. The Consultant shall provide responses to the comments within fifteen (15) calendar days of the completed comments from the County's review staff. E. PERMITTING The awarded Consultant shall identify and obtain all necessary regulatory permits from relevant agencies, including but not limited to: 1. St. Johns County Development Review 2. City of St. Augustine Development Review 3. Florida Department of Environmental Protection (FDEP) 4. Florida Department of Transportation (FDOT) 5. U.S. Army Corps of Engineers 6. St. Johns River Water Management District (SJRWMD) 7. Utility providers and other applicable entities 8. Any other applicable Entities The awarded Consultant shall meet, communicate, and respond to permitting agencies, including responding to RAIs and provide revisions as necessary to satisfy those RAIs. The Consultant shall coordinate applications for any water, sewer and reclaimed water, electrical and all other utility providers that may be needed. A permitting summary shall be provided, detailing all required permits and agencies responsible. F. BID SPECIFICATIONS AND PLANS Development and production of 100% construction documents shall include: 1. Scope of Work for the Bid Documents, incorporating compliance with all agency permits. 2. Proposed construction timeline. 3. All plans and specifications necessary to compile a complete bid package for the purpose of bidding the construction of the project. 4. An updated, detailed estimate of probable construction costs for the park project. 5. Provide signed and sealed drawings for contractor's use in obtaining building permits. G. BID ASSISTANCE At the County’s direction, the awarded Consultant shall attend all pre-bid conferences. The Consultant must provide answers to questions and/or clarifications to the design and/or specifications that must be addressed during the bidding process and revise drawings as necessary. H. CONSTRUCTION ADMINISTRATION The awarded Consultant shall assist County staff throughout the construction of the project, including: 1. Attend preconstruction meetings with stakeholders and regulatory agencies, offering guidance on communication protocols, RFIs, and submittals. 2. Participate in scheduled County progress meetings. 3. Conduct periodic site visits to review contractor compliance, monitor schedule adherence, review redlined as-builts. 4. Respond to RFIs and review submittals. 5. Revise drawings as necessary for clarification. 6. Review and make recommendations on proposed change order requests. 7. Submit regular field observation reports. 8. assist with contractor pay applications. I. POST CONSTRUCTION SERVICES The awarded Consultant shall assist County staff with all project close-out efforts, including but not limited to: 1. Walk through inspections at Substantial and Final Completion. 2. Draft a punch list of deficiencies and discrepancies at each walk through. 3. Review and approval of as-builts for all disciplines, agency permit closeout. 4. Completion and submission of all reports and/or certifications required by the project. 5. Review, comment and approve all closeout documents submitted by the Construction Manager. 6.
