    The purpose of this document is to provide interested parties with information to enable them to prepare and submit a solicitation response for Intersection Design Engineering Services for CTH CV/Hoepker Road.

    The County intends to use the results of this process to award a contract(s) or issuance of purchase order for the product(s) and or services(s) stated above.

    The selected consultant shall be on the WisDOT Roster of Eligible Engineering Consultants.

    Evaluation Criteria

    • Firm Capabilities (20 pts)
      1. Describe the firm’s experience and capabilities in providing similar services to those required.
      2. Identify a maximum of 3 similar projects and be specific on how these projects relate to the proposed projects.
      3. Include information on firm capacity to meet the proposed December 15, 2026 plan completion date.
      4. Up to 2 pages max allowed in response 
    • Staff Qualifications (30 pts)
      1. Describe the educational and work experiences for each of the key staff who would be assigned to the project.
      2. Identify the Project Team Leader, Project Manager, as well as other key staff. Full resumes can be attached as an appendix (unlimited pages).
      3. Up to 2 pages max allowed in response 
    • Project Design & Approach (30 pts)
      1. The design approach should discuss the project and how the design will address concerns of each of the following stakeholders:
        1. Dane County Highway Department
        2. WDNR
        3. Nearby Municipalities
        4. Dane County Land and Water Resource
        5. Public
        6. Up to 2 pages max allowed in response
    • Project Design Schedule (20 pts)
      1. This project has a plan completion date of December 15, 2026 and is scheduled to be bid in January 2027 for 2027 construction.
      2. Provide a project schedule that tracks with the project approach and identifies key project milestones such as the site visits, preliminary plan completion, utility coordination and the associated meetings.
      3. Up to 1 page max allowed in response

    Q (No subject): Should a traffic study be included to determine the need for turn lanes, turn lane length, etc.?

    A: Yes.


    Q (No subject): Should a signal warrant analysis be included?

    A: No, WisDOT completed a warrant analysis in 2022 which indicated that signals were warranted.


    Q (No subject): GIS shows wetland indicators in the general area, but not within the intersection or ditches. Should a wetland delineation be included, or will Dane County/WDNR staff work with the design team to delineate or rule out wetlands?

    A: The selected consultant will be required to coordinate the project with WDNR. In that coordination with WDNR, WDNR has occasionally completed wetland determinations for the County. If the WDNR liaison is not able to complete the wetland determination, then the consultant will be required to complete this.


    Q (No subject): Where turn lane additions are required, will the existing pavement be saved by sawcutting and paving new, widened pavement as necessary? Or will there be some milling/overlaying of the intersection, or a complete intersection reconstruction?

    A: Any locations where new turn lanes are added, the mainline will be required to be milled and overlaid as well within the entire project limits.


    Q (No subject): What is the intention for the west leg of the intersection? Will this leg be improved since it is within the existing public right-of-way? If so, is there an anticipated length of roadway development?

    A: The west leg of the intersection is a public road. The intersection radii will be brought up to current standards with a quick taper back to the existing roadway width.


    Q (No subject): If real estate is determined to be required, is it allowable for the acquisition process to extend beyond the January bid date (should a parcel owner not be cooperative and a JO is required)?

    A: The plans, estimate, bid documents, utility coordination, TPP and other project related documentation as described in the scope of work needs to be completed by the indicated project completion date.
