Issued in accordance with Massachusetts General Law Chapter 7C, sections 44-58, this Request for Qualifications (RFQ) sets forth the procedures and requirements to be employed by the Town of Nantucket in procuring the services of a Designer for the Design & Construction of new Municipal Workforce Housing (the “Project”). The selected design firm will prepare plans and documents to assist in the planning, design and construction administration for the Project. As the project will be procured and delivered via Modular Procurement, work will include providing Design Services for primarily the Schematic Design phase, providing the basis of design for the Modular Design-Builder, as well as periodic review of the Design-Build process as a check for compliance with the basis of design. Additional services may be added contingent upon approval of construction funding by the Nantucket Town Meeting. All duties defined by the Inspector General for a Designer are expected to be included in any executed contracts between the Town and Designer. Activities will commence upon selection of a Designer and issuance of a Notice to Proceed.
The Town anticipates that the successful Proposer will be awarded a contract which includes a modified cost-plus fee compensation methodology up to a not-to-exceed amount with no markups on subconsultant/subcontractor compensation or on “Other Direct Costs”. The contract with the selected firm will be for a term of up to three (3) years, with an effective start date planned for March 2026.
