If the Consultant feels that additional tasks are warranted, they must be clearly identified in the Consultant's proposal. A. Work with COUNTY staff to define the purpose, uses, and goals for expansion and closure activities as well as known capital projects, ensuring that the development of the plan will be both accurate and appropriate for the COUNTY's current needs. Should an increase to the rates become the final recommendation, the Consultant shall make recommendations for an implementation schedule should a phased or staggered increase be desired. B. Develop an Overhead Cost Allocation Model for calculating the full costs of providing each COUNTY service. The requirements of the model shall allow for: 1. The addition or removal of direct and overhead costs so that the overhead cost allocation plan can be developed from a simple plan to a progressively more inclusive plan. 2. The ability to continuously update the model and overhead cost allocation plan from year-to-year as the organizational structure changes and the costs change. 3. The addition of hypothetical service area information for future services enhancements, and the ability to calculate the estimated costs of providing the service under consideration. C. Review, analyze, and validate the reasonableness of the following: 1. Current methodology used to justify payments to the General Fund for services rendered to the Solid Waste Fund. 2. Current Solid Waste Fund major capital needs, debt service opportunities and associated funding sources/levels. 3. Current operating revenues/expenses. 4. Current fee structure methodology. 5. Reserve fund levels. D. Work with the Finance Department in developing service provisions, cost categories, and allocation criteria for current and future programs. E. Draft Overhead Cost Allocation Plan and participate in the presentation to select COUNTY staff and Administration. Collect and document comments and concerns from staff. F. The Consultant shall prepare a final study and provide 6 bound copies and one unbound copy as well as an electronic file copy in PDF format to the COUNTY. G. Present the report findings to the County Commission at a Regular Board meeting using a PowerPoint presentation. At the discretion of Administration, an additional Workshop presentation may be expected to fully review and discuss the results and recommendations of the final report. Copy of any Power Point Presentation will be required to be provided to the County for documentation as a Public Record. SCOPE OF SERVICES REQUIRED TIPPING FEE RATE STUDY The Consultant shall conduct a comprehensive review of the COUNTY'S fee and rate structure with the goal of establishing a consistent and objectively based fee and rate structure that meets the needs of the COUNTY and its citizenry. Project tasks shall include, but are not necessarily limited to, the following. If the Consultant feels that additional tasks are warranted, they must be clearly identified in the Consultant's proposal. A. The Consultant shall review the documentation supporting the current fee and rate structures for Landfill operations and services. B. Compare and contrast the DeSoto County Landfill operational revenues/expenses with other municipal/county operations (preferably Florida) of comparable size and operation to identify area of potential improvement in efficiency. C. Review and compare the prevailing rates and charges of neighboring and/or similar Landfill sites and review operating costs in relation to revenue for unusual trends. D. Prepare and itemized list, with associated dollars so identified, of opportunities for revenue and cost saving enhancements. E. The Consultant shall utilize the Overhead Cost Allocation Model, developed as part of this project, to calculate the costs of providing COUNTY services. F. The Consultant shall prepare a draft Revenue Sufficiency Analysis and Rate Evaluation and participate in its presentation to select COUNTY staff and the Board of County Commissioners. G. The Consultant shall prepare a final study and provide 6 bound copies and one unbound copy as well as an electronic file copy in PDF format to the COUNTY. H. The Consultant shall prepare a report of findings which shall include but not be limited to: the purpose of any proposed new fees and how the fee would be used; the relationship between the fee's use and the type of project on which it would be imposed; the need for any type of project on which the fee would be imposed; and any alternative funding options.
