ISSUE: Sante Fe County has been utilizing Esri Enterprise Geographic Information System (GIS) mapping system for thirty years. Hundreds of mapping interfaces have been created for multiple County Departments. These interfaces have been uniquely programmed to serve each Department’s needs, utilizing custom programming for Esri’s ArcGIS mapping software. These programs have taken over twenty years, and hundreds of staff hours to develop. These custom applications were written utilizing Esri’s proprietary ArcPy and Arcade programming languages, which are solely unique to Esri and Sante Fe County’s ArcGIS Environment. The purpose of the contract is to provide continuous, uninterrupted mapping services to the Santa Fe County Divisions/Department via Desktop, secure LAN, Public Web and Enterprise Web Interfaces. The mapping software must integrate to Microsoft SQL Server, Microsoft Office 365, Microsoft Power BI, VertiGIS Studio, Esri’s Parcel Fabric, Sidwell Parcel Administrator, Esri’s Utility Network, Central Square Computer Aided Dispatch System (CAD), Central Square Enterprise Asset Management System (EAM), Ascend property tax assessment and billing system, with direct integration to Microsoft Active Directory for Access control. The selection of any other GIS mapping provider could not integrate with all the County’s multiple enterprise systems, without significant interruption to existing mapping services. The County has historically purchased Esri GIS software through NM Statewide Price Agreement (SWPA). The SWPA contract was renewed with Esri by the NM State Geographic Information Officer under the NM State Department of Information Technology. This position was eliminated by the State in 2025 and therefore, there was no other State Agency responsible for SWPA contract and was allowed 102 Grant Avenue · P.O. As such, all municipalities in New Mexico that utilized the NM State price agreement with Esri, are now forced to enter into their own individual agreements with Esri. Esri Inc. software is uniquely qualified to continue support for all GIS operations at Santa Fe County, as 100% of all County GIS staff have only been trained on Esri software. There are no staff members who have any experience or training in the use of any other GIS software. Converting to any other GIS software would cost the County months, possibly years, of downtime, for critical operations such as Computer Aided Dispatch (CAD), Tax Assessment, Emergency Management, and Public Works. DETERMINATION: Although there are other software firms capable of providing Geographic Information System Software system, due to the proprietary rights and copyrights to the software and applications specific to ESRI and the requirement of daily operations for the GIS Division, no other service vendor can provide the criteria needed to meet the workflows to maintain, enhance or support applications utilized by Santa Fe County.
