Cayuga County seeks a consultant to develop a 5-year Economic Development Strategic Plan including action plans to strengthen the economy, support business growth, enhance workforce development, and improve quality of life. Physical bids due April 30, 2026.
The Cayuga County Legislature has allocated funds in the 2026 budget for consultant services and is seeking a qualified consultant to develop a comprehensive 5-year Economic Development Strategy Plan which includes a 3-year and 5-year action plan that identifies opportunities to strengthen and diversify the economy; support business growth and retention; enhance workforce development; identify infrastructure needs for growth; and improve overall quality of life within Cayuga County, New York. The last economic development strategy for the county was completed in 2011, however, the local and regional economy, regulatory environment, and needs of communities and businesses in Cayuga County are different now. The Economic Development Strategy will be used as part of a much larger multi-prong approach to long-term countywide planning that is currently underway and being led by the Cayuga County Department of Planning & Economic Development. County Planning staff are engaged in the development of a new Countywide Strategic (Comprehensive) Plan for the county which includes additional supplemental plans that take a much deeper dive into important complex topics including a Housing Market Study and a Pre-Planning Brownfield Opportunity Area (BOA) Assessment. Each of these supplemental plans will provide specific recommendations, goals, and action steps for fulfilling the county’s needs within these areas. There are several agencies and organizations in Cayuga County that are currently engaged in economic development on various levels, and from 2010 to 2024 were led by a “One Stop” model agency called the Cayuga Economic Development Agency (CEDA). Prior to the dissolution of CEDA in April of 2024, the agency contracted with Camoin Associates to prepare an assessment of Cayuga County’s economic ecosystem with the focus on providing recommendations for improvement. This Cayuga County Economic Development Strategy will incorporate the Camoin report from 2024 to plan and address the highest priority needs and opportunities for economic development in Cayuga County. **Solicitation Type**: RFP - Request for Proposal (Formal) **Source ID**: PU.AG.USA.1073.C15663701 **Piggyback Contract**: No **Question Acceptance Deadline**: 04/23/2026 05:00 PM EDT **Questions are submitted online**: No **Bid Submission Type**: Physical Bid Submission **Additional Bidding Instructions**: CAYUGA COUNTY Request for Proposal Sealed bids, plainly marked, can be mailed to: Cayuga County Purchasing Department 2 State St, 3rd Floor Auburn, NY 13021 Attention: Amanda O’Grady Director of Purchasing All bids must be submitted in physical printed paper form.
