The County of Stanislaus (County) Department of Environmental Resources is seeking a qualified and experienced independent hydrologic consulting firm to provide all of the labor and materials to support the development and implementation of an Action Plan for the County’s Groundwater Use Management Program (GWUMP) within the Non-Disctrict East (NDE) Management Area of the Modesto Groundwater Subbasin.This effort is being undertaken at the direction of the Stanislaus County Board of Supervisors to ensure a comprehensive and objective technical evaluation of existing groundwater allocation and demand management analyses and to assist the County in developing a defensible, equitable, and implementable Action Plan.As a central component of this work, the selected consultant shall conduct an independent technical review of the GWUMP adopted for the Stanislaus and Tuoulumne Rivers Groundwater Basin Association Groundwater Sustainability Agency, associated stakeholder feedback, and the Technical Evaluation of the Proposed Groundwater Allocation and Demand Management Framework dated July 28, 2025, prepared by EKI Environment & Water. These materials reflect differing technical approaches and analyses related to groundwater allocation methodologies and demand management strategies within the Management Areas. The consultant shall evaluate the methodologies, assumptions, data inputs, modeling approaches, and conclusions presented in each document to assess technical validity, consistency with applicable Groundwater Sustainaiblity Agency allocations, and feasibility for implementation.Based on this review and any additional hydrologic analysis determined necessary, the consultant shall provide clear, well-supported recommendations to inform development of an Action Plan that identifies the most appropriate, equitable, and legally defensible framework for distributing Management Area groundwater allocations to affected NDE landowners.Consultant shall perform all the labor and materials to perform hydrologic and related services necessary to support the County’s development of the resulting Action Plan for the NDE Management Area of the Modesto Groundwater Subbasin establishing the regulatory, administrative, financial, and technical structure necessary for timely Board consideration and implementation.The successful Proposer must meet all the requirements and expectations set forth herein, as well as all the general contractual and insurance requirements mandated by the County (“Terms and Conditions). Terms and conditions may be modified through the RFP process.Proposers must thoroughly explain how their Proposal meets or exceeds the service and deliverable expectations specified in the RFP.Award may be made to the Proposer whose Proposal provides the greatest overall benefit to the County, taking into consideration: a) the Proposer’s conformance to the requirements in the RFP; b) the Proposer’s qualifications and ability to perform the service required within the specified time; c) the quality of performance in previous contracts and references; d) financial ability to perform the contract; e) the ranking factors, and f) pricing. The County reserves the right to cancel the solicitation and to reject any or all Proposals in whole or in part and is not bound to accept any Proposals if rejection of that Proposal is determined to be contrary to the best interest of the County.This RFP contains instructions governing the requirements for Proposals, including the format in which Proposal information is to be submitted and the material to be included, the requirements that must be met to be eligible for consideration and the responsibilities of the Proposer before and after implementation.
