    Description

    In accordance with FAA Advisory Circular 150/5100-14E and Dane County policies and procedures, Dane County is seeking Statement of Qualifications (SOQ) from qualified firms for the lease and development of an aviation facility at a shovel-ready site(s), located at the Dane County Regional Airport (MSN).

    Request for Qualifications - Development of Aviation Facilities

    The purpose of this document is to provide interested parties with information to enable them to prepare and submit a proposal according to the specifications set forth within this document.

    Multiple proposers may be selected to develop one or more designated areas.

    The County intends to use the results of this process to award a contract for service(s). MSN aims to finalize a lease and development agreement with selected proposer by
    September 1, 2026, with project completion targeted for April 1, 2028.

    The Dane County Purchasing Division is the sole point of contact for questions and issues that may arise during the RFP process.

    • Company and Personnel - Capability, Qualifications and Relevant Experience (25 pts)
      1. Provide proof of operating licensure for the intended aeronautical use.
      2. Confirm that your company is not disbarred or suspended by the federal government, State of Wisconsin, or any government entity.
      3. Detail and confirm the commitment to adherence to laws, rules, policies and regulations of the Federal Aviation Administration, the State of Wisconsin, the City of Madison, Dane County and MSN.
      4. Describe the company’s background and relevant experience.
        1. Including length of operation, staffing, and other relevant company background. 
    • Leasing Proposal (35 pts)
      1. Proposed Use
        1. Detailed description of the intended use of the premises.
        2. Description of intended/planned aircraft for the structure. 
      2. Lease Details
        1. Proposed lease term, including any options for extension.
      3. Rent Structure
        1. Proposed annual and monthly rent.
      4. Financial Capability
        1. Evidence of financial strength to partner with MSN for development, including any capital contributions.
        2. Demonstration of the ability to manage project cash-flow.
    • Economic Impact (30 pts)
      1. Describe the economic impact of the proposed project, including the following:
        1. Job creation and retention statistics.
        2. Projected increase in aircraft operations.
        3. Anticipated generation of new airport revenue.
    • Company Commitment (10 pts)
      1. Provide commitment statement to meet the proposed lease and project schedule.

The firm agrees that, if awarded a contract resulting from this solicitation, it will incorporate this provision for certification in all lower tier subcontracts. 

      The firm represents that it is not a corporation that has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability.

      If a firm responds no, the firm is ineligible to receive an award unless the Sponsor has received notification from the agency suspension and debarment official (SDO) that the SDO has considered suspension or debarment and determined that further action is not required to protect the Government’s interests. The firm therefore must provide information to the owner about its tax liability or conviction to the County, who will then notify the FAA Airports District Office, which will then notify the agency’s SDO to facilitate completion of the required considerations before award decisions are made.

      The firm represents that it is not a corporation that was convicted of a criminal violation under any Federal law within the preceding 24 months.
