    The Department of Human Services (DHS), on behalf of Allegheny County, invites Proposals from existing and new providers to provide services and solutions funded by the Opioid Settlement Fund (OSF). This RFP will be continuously open to accept Proposals aligned with approved uses described in Exhibit E, Schedule B of the Pennsylvania Opioid Trust Order. Approved uses include treatment, prevention and a wide range of other strategies intended to address the opioid epidemic and related harms.This is a continuously open RFP, closing at 3 p.m. Eastern Time on Thursday, March 12, 2026, and reopening at 4:30 p.m. Eastern Time on Thursday, March 12, 2026, for submissions. Proposals submitted after the deadline will be considered for review in the next round of evaluations.Proposals must be submitted electronically on DHS's Bonfire Portal.
