The purpose of this RFP is to solicit proposals from qualified Respondents to serve in one or more dispute resolution roles arising under the Individuals with Disabilities Education Act (IDEA), 20 U.S.C. § 1400 et seq. Respondents that were awarded a contract under RFP 005-RFP-1304-2025 are not eligible for award under this solicitation. The Agency seeks qualified professionals to serve in the following roles: Special Education Mediators – Support the resolution of special education disputes between parents, school districts, and Area Education Agencies. If the parties reach agreement on some or all issues, the Mediator assists in drafting a legally binding agreement reflecting the terms of resolution. Individualized Education Program (IEP) Facilitators – Provide an early, voluntary form of alternative dispute resolution. The neutral Facilitator helps reduce conflict, maintain focus on student outcomes, support effective communication among team members, and guide the team through productive problem-solving processes. The Agency may award contracts to multiple successful Respondents. Contractors will be assigned to cases on a rotational, random, or other equitable basis as determined by the Agency.
