The State University Construction Fund (the Fund) is issuing this Request for Information (RFI) to gather information about the market of qualified firms providing comprehensive Design-Build Services for District Thermal Energy Network (DTEN) projects. Responses will be used to better understand the market of the qualified firms in the industry with interest in working in New York State and with New York State entities. This RFI is being conducted in consideration of several potential DTEN projects in the Fund’s portfolio, beginning with a project at SUNY Purchase in Westchester County (the Project). SUNY Purchase has received $50 million in funding to develop a DTEN on campus. The Project is envisioned to be delivered through the Design-Build (DB) methodology, as authorized by the Infrastructure Investment Act. The Project will include all services required for the complete design and construction of this DTEN. The project’s primary goal is to install a DTEN in the most efficient manner possible. The design must maximize the network’s footprint using current funding while considering future expansion. This will require the DB firm to optimize the following infrastructure components: Geothermal Borefield: Determine the total quantity, configuration, and optimal depth of the bores. Centralized Heat Pumps: Establish the equipment type, unit quantity, and capacities. Distribution Infrastructure: Calculate the maximum number of connectable buildings and size the distribution piping network for future expansion. The Fund invites interested firms to respond to the following questions. The Fund is not soliciting general marketing information, nor is it requesting a formal qualifications submission. Responses should address the questions asked and should be informative and concise. A. Firm Structure & Capabilities 1. Does the respondent provide fully integrated DB services in-house? 2. If not, what key disciplines are performed in-house vs. subcontracted/subconsulted? 3. What is the market of Minority – and Women-owned Businesses Enterprises and Service-Disabled Veteran-Owned Businesses with relevant capability / capacity in this industry? If the respondent knows, do relevant firms have New York Certification in the designated category? 4. Is the respondent registered with the following New York State entities: · Department of State Authorization to do business · Department of Labor Certification · State Education Department Professional Service Entity Registration · Department of Taxation & Finance · Statewide Financial System · Office of the State Comptroller VendRep System B. Relevant Experience 1. Indicate whether the respondent has experience with the following, and if so, provide a brief description of sample projects: · Projects of similar size, scope and complexity within the past 10 years? · DTEN systems, particularly those on college campuses? · Phased build-out of campus DTEN systems? · Building energy modeling for the purpose of sizing DTEN systems? · Campus thermal load analysis · System sizing and optimization 2. Does the respondent have experience with obtaining outside funding (incentives/grants/etc.) for this type of project? 3. Does the respondent have experience completing similar project subject to a Project Labor Agreement? C. Delivery Approach 1. Does the respondent have a clearly defined approach for developing a comprehensive, fully integrated project team throughout all phases of projects that utilize DB? 2. If so, how does this approach differ from the respondent’s approach to team building in Design-Bid Build or other delivery methods? 3. What is the respondent’s recommendation for the structure a DB procurement for a project of this nature (e.g. lump sum award, progressive DB, etc.) and why? D. Procurement / Contracting information 1. Does the respondent know of any contractual terms that would definitively lead to a decision to, or not to, pursue a DB project of this nature with a public client? 2. What Project details and contractual information would the respondent need to be able to respond to a lump sum DB solicitation? 3. What Project details and contractual information would the respondent need to be able to respond to a progressive DB solicitation?
