    26-507 REQUEST FOR QUALIFICATIONS DIVING SERVICES AT BOX CANYON DAM PUBLIC UTILITY DISTRICT NO. 1 of PEND OREILLE COUNTY Public Utility District No. 1 of Pend Oreille County, Washington (“District”) is seeking commercial diving services to assist with maintenance and projects primarily at Box Canyon Dam. The District may also contract divers at its other projects located in Pend Oreille County including locations at Sullivan Lake, Power Lake, and the Pend Oreille River. Qualified respondents must be familiar with and have experience with the subject matter of this RFP. BACKGROUND Box Canyon Dam is a concrete gravity dam located at river mile 34.41 on the Pend Oreille River, near Ione, Washington. Completed in 1956, the project includes a concrete spillway, concrete powerhouse, and concrete fish ladder that require the services of experienced divers for ongoing maintenance and repairs. The spillway portion of the dam is 160 feet in length with a maximum structural height of 62.4 feet to the top of the gates. The powerhouse portion operates to a maximum of 46 feet of hydraulic head. Diving depths of the forebay can range up to 70 feet deep. The facility operates as a run-of-the-river plant and is equipped with four Kaplan turbines with a total generating capacity of 90 MW and an average production output of approximately 60 MW. The dam impounds a reservoir extending approximately 55 miles upstream. Divers should be aware that water levels, flows, and operational conditions are influenced by run-of-the-river generation requirements and ongoing hydroelectric operations. Scope of Services The selected consultant(s) will provide diving services on an as-needed basis, starting in July 2026, as directed by the District. Divers must have minimum capability to provide these services Work in depths of up to 120 feet. Possess extensive knowledge of the construction and operation of hydroelectric projects and other public infrastructure. Ability to make repairs and modifications to submerged concrete and metal and structures and equipment. Ability to meet minimum standards for underwater construction and diving. Ability to assist with underwater maintenance tasks including inspections, documentation, debris removal, and minor repairs. Ability to work in all extremes of weather. Have a proven safety record that includes the use of Lock-Out/Tag Out and certifications appropriate to the diving industry. Ability to respond to emergency calls for diving services. Ability to provide underwater imaging and 3D mapping preferred Ability to produce reports in a timely manner with dive video and electronic format. SOQ Submittal Requirements: Prepare and submit a Statement of Qualifications (SOQ) outlining the following information: Basic Information Contact person information, firm name, address, telephone number, fax number, and e-mail address(es). Sub-consultant(s) name(s), if any. Scope Using the Scope of Service above, acknowledge capabilities. Using the Scope of Service above, explain limitations or constraints. Experience A narrative description of the firm. Describe the general experience, specialties, and qualifications of the firm. Explain any specialized equipment. Identify other public utilities, municipal, and/or electric cooperative clients. Safety and Certifications Provide an example of a written safety/dive plan. Provide certification information for business and divers. Availability Provide availability on an as-needed basis. Explain availability for an emergency calls. References List three to five projects of interest of comparable size and scope, complete with references. Include contact names, telephone numbers, and email addresses Pricing/rates are to be excluded from the RFQ, as this is a qualifications-based selection process that does not look at pricing/rates. Selection Process and Award of Contract Any interested qualified business must submit a complete SOQ by the deadline. All responses will be reviewed by a panel of District staff. Responses to this RFQ will be reviewed in accordance with the following SOQ criteria: Completeness of response Qualifications based on: Services Equipment Safety References Experience with similar clients and/or subject matter Availability The District reserves the right to make a determination without further discussion or negotiation with the respondent based on the proposal submitted. For this reason, the response should be submitted on the most favorable terms. The District anticipates that the process for selecting and awarding contracts will be within thirty (30) days of receipt of the proposal.
