Shaffer County Manager MEMORANDUM DATE: January 14, 2026 TO: File FROM: Bill Taylor, Procurement Manager, CPO Via: Justin Martinez, Utilities Operations Foreman Travis Soderquist, Public Works Department Deputy Director RE: Declaration of Emergency to Procure the Necessary Repairs to a Water Service Line Leak Located at 119 Vista del Monte in Santa Fe County, New Mexico ISSUE At 9:30AM, Tuesday, December 16, 2025, the Public Works Department Utilities Division was notified that PNM was drilling across 119 Vista Del Monte in Santa Fe, NM to relocate power lines when their boring operator struck a 16-inch water transmission line owned by the County. County Utility staff arrived at the location and observed water flowing steadily down the street. Efforts to isolate the leak were complicated by the absence of inline valves on the of water transmission line, requiring upstream valves to be shut off and resulting in service impacts to multiple customers. During this time, County staff did not have the required tools or materials to make the repair. At 10:28AM the Utilities Director contacted the Procurement Manager to request a declaration of emergency to contact a contractor to mobilize. The Procurement Manager requested that staff contact other contractors. Staff contacted BlueLine Contracting, NexGen Construction and Matrix Builder but none were available to mobilize. At 11:02, Sub Surface Contracting was able to mobilize immediately and perform the repairs. The 16-inch ductile iron water main was repaired using two solid sleeves, joints, and mega lugs provided by the Contractor, and the County provided the 8 foot section of ductile iron pipe. Water service was restored on December 17, 2025 at 8:00PM. DETERMINATION: Customers were without water with this water main break, as well as fire suppression for the area. It is therefore the written determination of the County Procurement Manager to make the declaration of emergency for the repairs as there exists a threat to the public health, welfare and safety, pursuant to 13- 1-127 Emergency Procurements. 102 Grant Avenue · P.O.
