    The Wyoming State Construction Department, Procurement Section, on behalf of the Wyoming Department of Health (WDH) (Procuring Agency) will receive proposals until 1:00 p.m. Mountain Time on February 27, 2026, for services in support of the Door Access Control and Camera Replacement to include design and engineering services at the Wyoming Retirement Center (WRC) located in Basin, Wyoming. Project Description: Replace the existing security camera system with an offline stand-alone network using local storage and replace the existing door access control system by implementing an open-source comprehensive access control system, which will include all design and engineering activities. Companies wishing to download plans must have a publicpurchase.com account. Only proposals submitted through the Public Purchase site and on State of Wyoming forms will be considered. It is the proposer's responsibility to review, through Public Purchase at www.publicpurchase.com for answers to questions, addenda, or bid tabulations. Telephone calls, emails, or faxes may not be accepted. A MANDATORY pre-proposal conference will be conducted at 11:00 a.m. MT on Wednesday, February 11, 2026, at the Wyoming Retirement Center, 890 Hwy 20 S, Basin, Wyoming 82426. Bidding questions shall be submitted on the Public Purchase website by 5:00 p.m. MT on February 17, 2026. All questions will be answered and provided to all prospective bidders via answers on the Public Purchase website or in the form of a written addendum posted on Public Purchase by 1:00 p.m. MT on February 20, 2026. Questions received after 5:00 p.m. Mountain Time on February 17, 2026, will not be addressed. It is the Contractor's responsibility (not required) to add their company to the Plan Holders and Contractors List. Note: All proposals must be signed and uploaded completely through the Public Purchase online bidding system no later than the 1:00 p.m. Mountain Time on the due date indicated in the document. If your submission has not completely uploaded by the 1:00 p.m. deadline, the Public Purchase system will lock and your response will be incomplete and deemed non-responsive and eliminated from the evaluation process.
