The Wyoming State Construction Department, Procurement Section, on behalf of the Wyoming Game and Fish Department, (Procuring Agency) will receive bids until 1:00 p.m. Mountain Time on January 15, 2026, through the Public Purchase online bidding system for the Vault Restrooms at Wheatland Reservoir #3 Public Access Area (PAA), located north of Laramie, WY. Project Description: This project entails replacing up to three (3) cinder block outhouses with precast concrete outhouses. The total number replaced (removed and constructed) will be based on cost and budget availability. This project entails the removal of up to three (3) existing restroom facilities (cinder block outhouses), the construction of up to three (3) new double pre-cast concrete vault restrooms, and the associated task of on-site delivery, excavation, offloading, and placement at Wheatland Reservoir #3 PAA. The contract scope may include up to three (3) vault restrooms, depending on pricing and available funding. Only bids submitted through the Public Purchase site and on State of Wyoming forms will be considered. It is the bidder’s responsibility to review, through Public Purchase at www.publicpurchase.com for answers to questions, addenda, or bid tabulations. Telephone calls, emails, or faxes may not be accepted. Bidding questions shall be submitted on the Public Purchase website by 1:00 p.m. MT on December 18, 2025. All questions will be answered and provided to all prospective bidders via answers on the Public Purchase website or in the form of a written addendum posted on Public Purchase by 3:00 p.m. MT on January 8, 2026. Questions received after 1:00 p.m. Mountain Time on December18, 2025, will not be addressed. It is the Contractor's responsibility (not required) to add their company to the Plan Holders and Contractors List. Note: All bids must be signed and uploaded completely through the Public Purchase online bidding system no later than the 1:00 p.m. on the due date indicated in the document. If your submission has not completely uploaded by the 1:00 p.m. deadline, the Public Purchase system will lock and your response will be incomplete and deemed non-responsive and eliminated from the evaluation process. If a bid is greater than $150,000, each bid is required to have a bid deposit in the amount of Ten Percent (10%) of the total bid, which shall be in the form of a bid bond, cashier's check, or certified check (a copy of a check will not be accepted) drawn on a reliable bank and made payable to the State of Wyoming (no personal checks will be accepted), or an electronic bid bond with Surety 2000. ONLY if you are submitting an original 10% bid bond or submitting a 10% cashier check, it MUST be received in the Procurement Office at: Wyoming State Construction Department, Procurement Office, 700 West 21st Street, Cheyenne, Wyoming 82002, by 1:00 p.m. January 15, 2026.
