    Description

    The City of Warner Robins is soliciting the services of highly qualified consulting firms to assist the City in updating a Downtown Master Plan, Regulating Plan, and Development Code. The consultant must have demonstrated experience in the fields of land use, urban design, contemporary planning codes, and architectural guidelines, as well as regulating plans for transportation and storm water infrastructure. Furthermore, the professional consultant must develop a public participation plan that actively and fully engages the citizens and stakeholders in the preparation of the master plan and code. The goal of this new Downtown Master Plan is to establish a well-developed and feasible implementation plan to create a sustainable and thriving downtown environment that reflects the common goals and objectives of community stakeholders outlined further in this RFP. It is the City’s intent to award in July 2026 a contract for the project to a single consultant or consultant team. Comprehensive details and RFP requirements are provided in Attachment #1: 26-CED-4780 Downtown Design Guidelines RFP. Proposals will be accepted via the City’s online procurement system, IonWave, until May 7,2026, at 4:00 PM (ET). Offerors are encouraged to submit questions for clarification or additional information relating to RFP specifications or solicitation requirements. All questions must be submitted via IonWave by May 1, 2026, at 4:00 PM (ET). Submission of a proposal shall constitute acknowledgement and acceptance of all terms, conditions, and addenda to this solicitation. The City of Warner Robins reserves the right to reject any and all proposals, to waive informalities and technicalities, and to accept or reject any item or combination of items. The bid, if awarded, will be awarded to the responsible bidder whose bid will be most advantageous to the City of Warner Robins, price, availability, value and other factors considered.
