CITY OF PORTERVILLE, STATE OF CALIFORNIA REQUEST FOR PROPOSALS FOR DOWNTOWN PA SYSTEM RFP: 25/26 – SR2024 The City of Porterville, (hereinafter “City”) is initiating this Request for Proposals (RFP) to solicit Proposals from companies or individuals that are qualified to provide design, equipment, software, installation and on-site training for an outdoor wireless sound system for a portion of downtown, in accordance with the terms and conditions set forth in this RFP, and any other term(s) and condition(s) in any contract subsequently awarded. The City intends to select one (1) qualified applicant to provide the full scope of this project for the City of Porterville. This document identifies the general scope and procedures in this process. Responding applicants must have relevant experience and the ability to provide the requisite professional services. All proposals must be submitted in a PDF version to the attention of Donnie Moore, Parks and Leisure Services Director, City of Porterville, via email to dmoore@ci.porterville.ca.us, with the email subject line “RFP No. 25/26-SR2024 Downtown PA System. Proposals must be received by Monday, July 6, 2026, by 5:00 pm, PST. The City assumes no liability for proposals not received by the time set forth above or for proposals which are incorrectly labeled or sent to the incorrect email. Proposal forms may be inspected and electronically downloaded at no cost, at the Public Purchase website, www.publicpurchase.com. No copies of said documents will be provided by the City. No proposal shall be received from an individual or firm that has not accessed the proposal documents from the Public Purchase website. All addenda and correspondence during the process will be handled electronically through the Public Purchase website. Questions regarding this request for proposals are due no later than Monday, June 29, 2026. The City hereby affirmatively ensures that Minority Business Enterprises and Disadvantaged Business Enterprise (DBE) will be afforded full opportunity to submit proposals in response to this notice and no firm/individual will be discriminated against on the basis of race, color, national origin, ancestry, handicap, gender, religion or sexual orientation in any consideration leading to the award of contract. No qualified disabled person shall, on the basis of disability, be excluded from participating in, be denied the benefits of, or otherwise be subjected to discrimination under any program or activity leading to the award of contract.The right is reserved by the City of Porterville to reject any or all proposals, to waive any irregularities or informalities not affected by law, to evaluate the proposals submitted and to award the contract according to the proposal which best serves the interests of said City.
