    Furnish and install a complete lightning protection, surge protection, and grounding system for the Dr. Joe Waidhofer Water Treatment Plant, including all labor, materials, equipment, and coordination required to deliver a fully operational and code-compliant system. Work shall include installation of lightning grounding loops, conductors, bonding, and surge protection devices; construction of a perimeter ground grid with ground rods, electrodes, and plates; and grounding of all outdoor equipment, substation components, and electrical systems. Provide all necessary grounding conductors, connectors, supports, ground enhancement materials, and interconnections to ensure a continuous, low-resistance grounding network. All work shall comply with the latest National Electrical Code (NEC), California Electrical Code (CEC), project drawings, and local authority requirements, and shall include testing, inspection, and documentation to verify proper system performance.
