The selected contractor will have the option of ONE of two possible construction windows: From Notice to Proceed until November 15, 2026 (preferred); OR July 15, 2027 – October 31, 2027. The contractor may only select ONE of these construction windows, and construction MUST take place in one continuous block. Starting in 2026, pausing over the winter, and resuming in 2027 will NOT be allowed. A MANDATORY pre-bid meeting will be conducted at 1:00 p.m. MT on Thursday, April 8, 2026 starting at GPS coordinates 44.174814, -107.213065 near Meadlowlark Lake Lodge, 4700 US-16, Ten Sleep, WY 82442. In the case of inclement weather on April 8, the backup date for the mandatory pre-bid meeting will be Thursday, April 15, 2026 at 1:00 p.m. Bid documents available by logging on to Public Purchase at www.publicpurchase.com. Only bids submitted through the Public Purchase site and on State of Wyoming forms will be considered. It is the bidder's responsibility to review, through Public Purchase at www.publicpurchase.com for answers to questions, addenda, or bid tabulations. Telephone calls, emails, or faxes may not be accepted. Bidding questions shall be submitted on the Public Purchase website by 5:00 p.m. Mountain Time on April 14, 2026. All questions will be answered and provided to all prospective bidders via answers on the Public Purchase website or in the form of a written addendum posted on Public Purchase by 3:00 p.m. on April 17, 2026. Questions received after 5:00 p.m. Mountain Time on April 14, 2026, will not be addressed. It is the bidder's responsibility (not required) to add their company to the Plan Holders and Contractors List. Each bidder is required to have a bid deposit in the amount of Ten Percent (10%) of the total bid, if bid amount is greater than $150,000.00, which shall be in the form of a bid bond, cashier's check, or certified check (a copy of a check will not be accepted) drawn on a reliable bank and made payable to the State of Wyoming (no personal checks will be accepted), or an electronic bid bond with Surety 2000. ONLY if you are going to submit an original 10% bid bond or submit a 10% cashier check, it MUST be received in the Procurement Office at: Wyoming State Construction Department, Procurement Office, 700 West 21st Street, Cheyenne, Wyoming 82002, by 1:00 p.m. April 24, 2026.
