    Description

    The City of Sacramento, City Manager's Office, is soliciting proposals to:Provide case management, wraparound supportive services, coaching and mentorship support for individuals participating in the City of Sacramento's Early Childhood Education (ECE) Apprenticeship Program.This contract will be funded by multiple funding sources. A portion will be funded by the City’s Youth Workforce Development Multi-Year Operating Project (I02180910). On February 15, 2022, the City Council allocated $5 million for youth workforce development as part of the FY2021/22 Midyear Budget. In the FY2025/26 budget, the goals were expanded to include all ages under the priority population criteria.The contract will also be funded by a grant from the U.S. Small Business Administration. In June 2023, the City’s Office of Innovation and Economic Development, partnering with the City’s Government Affairs staff submitted a federal funding request to continue the City’s support of early learning and childcare expansion with a focus on providers willing to expand infant and toddler capacity. On November 1, 2023, Congress passed the Consolidated Appropriations Act 2024 (“Act”), and on March 9, 2024, President Joe Biden signed it into law. Within the FY24 Congressional Community Projects awards, the City of Sacramento received a grant award of $850,000 for infant and toddler care expansion technical assistance and capacity building. The term of the grant award is from July 1, 2024, through June 30, 2027.In response to the Request for Proposals, the City anticipates receiving competitive pricing as well as an assurance of quality services.The City intends to award one contract; however, it may choose to award additional contracts as the City deemsnecessary to meet the City's needs.The proposed budget for this contract is: Expected not-to-exceed $200,000, a minimum of $97,000 should be allocated for supportive services and stipends.All services for this contract must be completed by June 30, 2028. There are apprentices currently enrolled in courses at Los Rios Community College while working at Early Learning & childcare programs throughout the city of Sacramento. Apprentices receive on-the-job training and mentoring from experienced ECE teachers, and supportive services including tutoring and educational counseling from Los Rios Community College District staff. The ECE Apprenticeship Program is designed to meet the immediate labor force need by increasing the ECE workforce.--- Notes: The City shall not accept proposals after the submission deadline specified in this RFP and will not consider late proposals under any circumstances.
