INTRODUCTION The Essex County Land Bank (ECLB) is seeking proposals from qualified contractors to provide Property Cleanout, Securing, Interior Demolition, and Overgrowth Removal Services for residential and commercial properties located throughout Essex County, New York. These services will be required for three (3) current locations and on a case-by-case basis for future property acquisitions. The purpose of this work is to prepare properties for rehabilitation, redevelopment, or disposition. 2. SCOPE OF WORK The selected contractor(s) will be responsible for performing services including, but not limited to: A. Property Cleanout • Removal and proper disposal of all debris, trash, furniture, appliances, and other contents from residential and commercial properties • Sweeping and general clearing of interiors upon completion B. Securing of Properties • Boarding and securing doors, windows, and other access points as needed • Installation or replacement of locks • Ensuring properties are safe and protected from unauthorized entry C. Interior Demolition (Full Gut) Removal of non-structural interior components including: • Drywall and plaster • Flooring and subflooring • Cabinets, fixtures, and trim • Non-load-bearing walls (as directed) • Proper disposal of demolition materials D. Overgrowth and Exterior Cleanup • Removal of brush, weeds, small trees, and excessive vegetation surrounding properties • Clearing of yards, parking areas, and exterior spaces as needed to allow access and improve safety 3. LOCATIONS This RFP includes services for three (3) current residential and/or commercial properties located within Essex County, NY. Specific addresses will be provided to selected contractors or upon request. In addition, the awarded contractor(s) may be called upon to perform similar services on a case-by-case basis for future Essex County Land Bank property acquisitions. 4. INSURANCE AND COMPLIANCE REQUIREMENTS All contractors must provide proof of the following prior to contract award: • New York State Workers’ Compensation Insurance • New York State Disability Insurance (if applicable) • General Liability Insurance (minimum coverage limits to be determined by ECLB) Contractors must comply with all applicable federal, state, and local laws and regulations. 5. PROPOSAL REQUIREMENTS Proposals should include the following information: • Contractor name, address, and contact information • Description of relevant experience performing similar residential and commercial work • Proof of required insurance coverage • Itemized pricing structure (hourly rates and/or per-property pricing if applicable) • Estimated timeline for completion of typical projects • References (minimum of two preferred) 6. MWBE / SDVOB PARTICIPATION The Essex County Land Bank strongly encourages participation by Minority-Owned Business Enterprises (MBE), Women-Owned Business Enterprises (WBE), and Service-Disabled Veteran-Owned Businesses (SDVOB). Certified MWBE and SDVOB firms are encouraged to submit proposals and will be given consideration consistent with New York State policies. 7. SELECTION CRITERIA Proposals will be evaluated based on: • Cost and pricing structure • Relevant experience and qualifications • Ability to meet project timelines • Compliance with insurance and regulatory requirements • Responsiveness and completeness of proposal ECLB reserves the right to award contracts to one or multiple contractors as deemed in the best interest of the organization.
