    Description

    The City of Lakeland is seeking a qualified design-build firm to design and construct entrance modifications and supporting infrastructure for the implementation of a Parking Access and Revenue Control System (PARCS) within the Economy Parking Lot at Lakeland Linder International Airport.

    The project includes, but is not limited to, one (1) entry lane and one (1) exit lane, electrical, communications, and associated site modifications required to support owner-furnished PARCS equipment.

    The PARCS equipment, including kiosks and related system components, will be procured separately by the Airport through its existing parking system vendor, The Car Park, LLC.

    The selected firm/contractor shall coordinate with and support the installation and integration of this equipment, ensuring full system compatibility and operational continuity.

    Lakeland Linder International Airport is implementing a Parking Access and Revenue Control System (PARCS) within the Economy Parking Lot to improve operational efficiency and support future parking demand.

    This project is intended to establish controlled access to the Economy Parking Lot through the installation of entry and exit lanes and associated infrastructure, while maintaining safe and continuous operations throughout construction.

    The project will be delivered under a lump sum pricing structure, and respondents shall provide a Schedule of Values (SOV) breakdown with their submittal.

    Evaluation Criteria

    • Price Proposal (35 pts)

      Points will be awarded based on the proposer’s submitted price proposal. The City will evaluate overall value to the City, taking into consideration the completeness of the proposal, reasonableness of pricing, and alignment with the proposed scope of work and project approach.

      The project will be delivered under a lump sum pricing structure, and respondents shall provide a Schedule of Values (SOV) breakdown with their submittal.

    • Experience with Similar PARCS / Parking Projects (25 pts)

      Points will be awarded based on the firm’s demonstrated experience with projects of similar size, scope, and complexity, with particular emphasis on airport parking facilities, parking access and revenue control systems (PARCS), controlled-access vehicle systems, and projects involving owner-furnished equipment integration. Preference will be given to firms with demonstrated experience performing work in active airport environments requiring coordination with airport operations, phased construction, maintenance of operations, and operational continuity

      • Minimum of 3 references (with contact information, name, e-mail, phone number) with work performed.
    • Project Approach & Understanding (15 pts)

      Points will be awarded based on the proposer’s demonstrated understanding of the project requirements and the overall quality of the proposed approach. Emphasis will be placed on the proposer’s understanding of airport operational constraints, PARCS infrastructure coordination, electrical and communications integration, constructability, sequencing, stakeholder coordination, and ability to deliver a complete and operational system with minimal disruption to airport operations and the traveling public

      • The contractor shall include his/her State Certified License for either General Contractor (CGC) or Building Contractor (CBC) with the registration number from the State of Florida .

       

    • Schedule & Maintenance of Operations (15 pts)

      Points will be awarded based on the proposer’s ability to efficiently deliver the project while maintaining continuous operations of the Economy Parking Lot. Evaluation will include the proposed project schedule, phasing plan, traffic control approach, coordination strategy, and measures to minimize operational disruptions to the Airport, tenants, and public users

    • Key Personnel & Project Team (10 pts)

      Points will be awarded based on the qualifications, experience, and availability of the proposed project manager, superintendent, design professionals, and key team members assigned to the project. Preference will be given to personnel with prior experience on airport, parking, transportation, or similar operational infrastructure projects involving design-build delivery and systems integration.

      The following RFP is in strict accordance with the City of Lakeland Request for Proposal No. 2026-RFP-051, dated Thursday, May 21, 2026 and all attachments as referenced therein.

The award of this RFP, if made, may be based on considerations other than total cost and may be awarded based on various considerations, including without limitation; Respondent’s experience and/or qualifications, past experience, administrative cost, standardization, technical evaluation and oral and/or written presentations as required. The City reserves the right to accept all or part, or to decline the whole, and to award this RFP to one (1) or more Respondents. There is no obligation to buy. The RFP, if awarded, will be in the judgement of the City the most responsive to the City’s needs.
