Columbus City Schools is soliciting bids for upgrading plain old telephone service (POTS) to a newer technology compliant with existing elevator/chair lift technology. Contract for CCS Fiscal Years 27-29 (July 1, 2026-June 30, 2029) Questions to be asked by 5/11/2026 end of day, answers complete by end of day 5/12/2026 Expected timeline: ~July 1st, 2026 purchase order. Completion of project by 8/15/2026 (less than 45 days). Late completion may result in actual damages paid by CCS as the existing telephone service is expiring and additinal fees may be charged to CCS to keep phone lines in operation. If no phone service is provided after 8/15 then a $100/day liquidated damage will be assessed. No upgrade to the elevators or lifts themselves is desired, just a technology to send a dial-tone to the elevator. The phone number does not matter. A central call-in station aleady exists to take the call. The call-in station must have a way of knowing in which elevator/lift the call button was pushed for proper emergency response. Band 14 and priority preemption is desired. If not including Band 14, include a description of why this is not necessary. Some buildings will likely require a remote antenna to get wireless service. No extra fee is permissable for this installation. A properly certified elevator mechanic must be included in the price to approve / sign off on the upgrades. Monthly service fees must include 24/7 monitoring of device functionality (but does not take the emergency calls). Device count may fluctuate at buildings are added or removed from this service. Non-functioning emergency call functions necessitates shuts down access to the devices. Shutdowns a duration of 10 minutes are to be reported to CCS immediately. Shutdowns longer than 1 hour incure liquidated damaged of $100/day until the repair is made. Repairs are to be made by the vendor supporting the equipment with local repair staff. CCS staff and vendors are not to be making the repairs. CCS will provide access to make the repairs. A: You are monitoring the uptime of the communication capability. Actual emergency calls will go elsewhere. Q: When we replace elevator POTS lines for other SLED agencies, they do not ask or require us to price out or provide an elevator technician to sign off on conversions. The agency's have existing elevator providers that they coordinate with to get tech's on site to confirm operation once the line is converted or to make program changes to the elevator call panel to ensure the new line works. We cannot contract your vendors nor negotiate price with them. Being said, is that a true hard line requirement for a successful responder? A: CCS is looking for a turn-key solution where CCS does not have to manage the coordination between two vendors. You may choose your own elevator contractor our coordinate with contract holder that CCS already has under contract (Moseley Elevator) Q: The bid states that downed lines will incur a fee of $100 in liquidated damages per day; to confirm this is a fee passed to your new POTS provider? If yes, can that fee be paid to the district fee bill credits for that months bill? Also, if your new provider determines that their service is online and providing dial tone, how will you then determine if your last mile low voltage or elevator infrastructure is at fault? A: I'm not sure I understand the first question - I hope this answers the question: We're looking for a vendor that can remotely know if their telephone service is disrupted and provide very fast service to repair it. Whoever is sending the monthly bill needs to be maintaining uptime and repair. A credit on the monthly invoice is certainly an appropriate way to account for the damages due to loss of use. The provider's job is only to provide the dial tone and monitoring of it. If anything else fails, that's not this service provider's problem to solve. Q: In the event our service gateway fails, we offer a hotswap program where a spare is sent overnight priority with a cloned production configuration. Restoring service is as simply as taking down the existing box, mounting the new one with 4 screws, and plugging ethernet cords back in to the same ports as on the original service gateway. The bid states that CCS staff will not do "repair" work, but this is not repair work. It's a quick swap, and CCS staff performing it is the quickest way to restore elevator service. Is that agreeable to you all should we go under contract? We, of course, can coordinate truck rolls. It just takes longer. A: CCS has very limited staff and desire the assistance of vendors for repairs of this sort. We will want the vendor to repair, either themselves, or using subcontractors.
