The County of Riverside Purchasing Department on behalf of Facilities Management is seeking proposals from competent parties qualified in providing Elevator and Vertical Transportation Preventative Maintenance Services. Currently there are 43 buildings across the county with a total of 122 elevators and vertical transportation units. These units are found in a variety of institutional buildings, administration buildings as well as parking structures. The buildings all range from a 2 story to 14-story. There is no consistent manufacturer for the units, and it includes OEM units as well as open market. The importance of maintaining the equipment herein, covered in a safe and efficient operating condition at all times demands that service be performed by an elevator contractor who has satisfactorily maintained equipment of similar grade to the degree specified herein. A current and valid C-11 contractor’s license and Certified Qualified Conveyance Company (CQCC) issued by Department of Safety and Health (DOSH) license to perform the work in conformance with the provisions of the California Business and Professions Code. License numbers shall be set forth in all bid submissions and any agreements resulting from this solicitation. Bidders must have a current and valid C-11 Elevator Contractor License and an issued by the California State License Board (CSLB) and current valid registration with the Department of Industrial Relations (DIR) in order to bid on public works projects. Proof of registration and current license will be required at the time of bid submission. The Bidder shall pay prevailing wage rates according to local industry standards. Failure to provide required licenses at the time of bid submission may result in bidder being deemed unresponsive. Any contract(s) resulting from this solicitation will be for the elevator and vertical transportation preventative maintenance services at various locations and facilities throughout Riverside County that are not a public project as defined in Public Contract Code, section 22002(C). For all public projects that fall under the definition of public projects, awarded contractor(s) will be required to complete the necessary pre-qualification documentation prior to performing public projects. For the purpose of this RFP and the subsequent service contract(s): Repair is defined as: “The word “repair” in its ordinary sense relates to the preservation of property in its original condition, and does not carry the connotation that a new thing should be made of a distinct entity created” (Whalen vs. Ruiz (1953) 40 Cal.2d 294, 300-301, 253 P.2d 457) Preventative Maintenance is defined as: “Routine, recurring, and usual work for the preservation or protection of any publicly owned or publicly operated facility for its intended purposes.” (PCC22002(d)) There will be collaboration between contractor and project manager to determine and agree upon what constitutes a repair and what constitutes a separate public works project following CUPCCAA / DIR labor requirements. Bidders shall demonstrate the following: Properly fulfill the services and conditions of the terms within this solicitation, Maintain a current and valid C-11 contractor’s license and Certified Qualified Conveyance Company (CQCC) issued by Department of Safety and Health (DOSH) license to perform the work in conformance with the provisions of the California Business and Professions Code. Satisfactorily be able to perform services of any resulting agreements. IF APPLICABLE AND REQUESTED BY COUNTY Bidder representative(s) will be notified with, at minimum, a four (4) week lead time to prepare for requested demonstrations. 1.6 TENTATIVE DATE FOR AWARDING RFP Approximately 60 to 120 days after the final step (demonstration and/or interview) of this RFP. The County of Riverside expects to have an Agreement(s) in place on or before 9/30/2026. Conditional offer of award leading to successful contract negotiation(s) may take several months.
