The improvement consists of: This project will repair deteriorating pavement, replace aging utilities and make changes to crosswalks to bring them up to current ADA standards. The streets to be overlayed are Ellis Street from E Illinois Street to Squalicum Parkway, Fraser St from Puget Street to Valencia Street, and Lincoln Street from Elwood Avenue to E Maple Street. Within the overlay limits of Ellis Street, a 16” Ductile Iron watermain will be installed to replace the existing 6” Cast Iron main. Price Range: $3,400,000-$3,900,000 Plans, specifications, special provisions, basis to be used in comparing bids, proposal and contract can be viewed at the City of Bellingham website (https://cob.procureware.com/) or seen at the Purchasing Office, 210 Lottie Street, Bellingham, Washington, 98225, phone (360) 778-7750. All proposals must be on the Bid Proposal form provided by the City of Bellingham and must be accompanied by a certified check, cashier's check, cash, money order or bid bond payable to the Finance Director in an amount equal to or exceeding five percent (5%) of the total bid. No other form of bid security is acceptable. A one hundred percent (100%) payment and performance contract bond will be required; provided that for projects of thirty-five thousand dollars ($35,000) or less, at the contractor's option, retainage of fifty percent (50%) will be held until releasable under RCW 39.08.010 in lieu of a payment and performance contract bond. The right is reserved to postpone making the award for a reasonable length of time, to reject any and all bids, or to waive irregularities not affecting substantial rights.
