Due to the high volume of certificates processed and the use of thicker security banknote paper, OVR must routinely replace and retire embossers that can no longer produce a consistent, fully raised, high-quality seal after repeated calibration, maintenance, and/or repair attempts. Through this solicitation, the County seeks to obtain a pricing list for available electric embosser models, as well as a service pricing list for calibration, maintenance, and repair services. The County also seeks to establish a two-year contract with a local vendor capable of supplying new equipment on an as-needed basis and providing timely onsite maintenance and repair services for existing equipment at various OVR office locations. Onsite service by a local vendor is required to support OVR’s security and auditing standards. Multiple and/or partial awards may be made based on what is deemed most advantageous to the County. Scope of Work: New Product purchases- All new embossers purchases shall meet or exceed the following specifications of the NewKon SecureSeal 70 Electric Embosser (EES/M/L-70): Must be able to withstand daily heavy, high-volume usage. Be quiet within 50dB. Embossers are utilized in all customer services windows, and the embossing process must not be too loud. There is a minimum of six (6) customer service windows at each location. Be easy to use by automatically activating when it creates the embossed raised seal. Have the option to stay on during the day and not turn off automatically. Shall comply with State laws and regulations for when an embossed seal is required for vital record documents and cannot be duplicated. Contain a built-in adjustable back gauge and side guide as week as contain a key lock to prevent unauthorized use. Contain a tabletop footprint as there is limited workspace to place the embossers at the customer windows. Include easily interchangeable dies for embossed seals. All new purchases shall include a one (1) year parts and labor warranty. All purchases shall be shipped at no cost to OVR. All artwork for the seal shall be supplied by OVR upon contract award and Contractor’s seal must meet Maricopa County standards and be pre-approved by OVR prior to final creation. Example of seal below: Repair and Maintenance Services- Contractor shall respond to all calls for service within 24 hours. Contractors shall provide services within 48 hours of initial phone call. All inspections, calibrations, maintenance, and repairs shall be conducted onsite at each OVR office to maintain internal security protocols. In limited situations and only after all options are exhausted may the embosser be removed from the OVR premises for further service. Prior to performing any repairs or maintenance Contractor shall supply OVR with a written estimate of the work to be performed including all expected costs. OVR shall have the option to proceed with the proposed work or cancel the services being sought. Contractor shall adhere to Maricopa County’s and OVR’s security controls when performing maintenance on embossers. Maintenance must be performed in-house between the hours of 8:00am and 4:30pm Monday through Friday, excluding holidays. Contractor shall not disrupt regular business during implementation or servicing of embossers.
