    Description

    Before, during, and after an emergency the City of Tampa may need to acquire services from emergency management consultants to assist City personnel in trainings, exercises, after action reports, project management, and other onsite emergency management expertise and staffing in order to prepare for, respond to, and recover from emergencies.

    With the nature of emergencies as either being a notice event like a hurricane or a no-notice incident like a mass casualty incident (MCI), the City of Tampa will need a rapid response time from the Successful Proposer to respond within one hour of the initial notification by the City of the need for services and to be onsite within three (3) hours of the notification. The Successful Proposer shall provide an initial scope of work and projected price to the City of Tampa within twenty-four (24) hours from the time the proposer arrives on site.

    The Successful Proposer shall demonstrate experience in programmatic emergency management for a municipality of equivalent size and complexity to the City of Tampa. In addition, the Successful Proposer must have intimate knowledge and expertise in the operations of the National Incident Management System (NIMS), Incident Command System (ICS), Homeland Security Exercise and Evaluation Program (HSEEP), FEMA Public Assistance Program, Hazard Mitigation Assistance, or other national, State of Florida or Hillsborough County emergency management requirements.

      No Successful Proposer shall assign the contract or any rights or obligations thereunder without the written consent of the City.  The Successful Proposer shall be required to perform with its own forces at least fifty-one (51) percent of the work, unless prior written consent to subcontract a greater percentage of the work first obtained by the City.   In the event of such approved subcontracting, the Successful Proposer agrees to provide the City with written documentation relative to the Subcontractor(s) solicited, or that will be employed in this award, including but not limited to submittal of attached the following Schedule of Sub-Contracting Forms:

      Subcontractor shall be defined as a business enterprise, firm, partnership, corporation, consultant, or combination thereof having a direct contract with a prime contractor for any portion of the advertised work that is awarded by the owner/owner's representative.

      Supplier shall be defined as a business enterprise that either directly contracts with a Prime Contractor/Consultant or directly contracts with a Subcontractor under such Prime Contractor/Consultant to provide materials, supplies or equipment in connection with a Contract awarded by the owner/owner representative. A Supplier may be a regular dealer, distributor, or manufacturer.

    Q (No subject): The RFP states that the City may need to contract additional personnel that are trained and credentialed by FEMA and/or the State of Florida National Qualification System (NQS). Will the City also consider emergency management professionals without completed task books but with documented equivalent experience in their roles.

    A: Hello, per Section 2.3, Scope of Work, the City is seeking personnel that are credentialed by FEMA or the State of Florida National Qualification System.


    Q (Pre-Proposal Conference): Does the City offer a virtual attendance option for the Pre-Proposal Conference? If so, would you please provide the connection information?
