    *** THIS IS NOT A BID *** The description of services intended for purchase from a single source is posted in accordance with section 3.9, Procurement Ordinance 25-11, and will be posted for a minimum of 15 business days. Commodity or Service Required: Purchase of Emergency Medical Services Technology Program Description: Lee County Public Safety seeks to execute a single-source procurement for a cooperative educational partnership between Braxton College and Lee County EMS to support Emergency Medical Services Technology education through classroom instruction, clinical coordination, and supervised field internship experiences. Braxton College provides the academic framework, administrative oversight, instructional materials, learning management system, clinical coordination, simulation training, certification coursework, and student insurance coverage necessary to operate an accredited EMT/Paramedic program. LCEMS supports the program by supplying qualified instructors, textbooks, assessment access, and opportunities for students to observe and perform EMT and paramedic skills during supervised field experiences. Both parties jointly coordinate planning, evaluation, and supervision to ensure regulatory compliance, educational quality, and successful completion of student field experiences, while students remain non-employees of Lee County throughout the program. Intended Single Source: Braxton College Inc. Justification for Single Source Acquisition: Braxton College is the only educational institution that allows Lee County Emergency Medical Services to utilize its own qualified staff as instructors and preceptors while maintaining full compliance with accreditation and regulatory requirements. This arrangement is critical to ensuring instructional consistency, operational alignment with Lee County EMS protocols, and the continued integration of real-world, county-specific practices into the training program.
