    Description

Intent, Background, Project Goals, Timeline: The City and Borough of Juneau (CBJ) seeks proposals from qualified consultants to complete a comprehensive update to its Emergency Operations Plan (EOP). CBJ’s current EOP was last revised in 2016 and no longer reflects the community’s current risk environment, operational realities, or interagency partnerships. Since 2016, Juneau has experienced a series of significant emergencies, including destructive landslides, multiple record-breaking glacial lake outburst floods (GLOFs) and currently, record-breaking winter storms with heightened avalanche risk. These events, which include a Presidential Major Disaster Declaration issued through a joint state-tribal request in 2024, have highlighted the need for a modernized, consolidated EOP that provides clear, practical guidance for real-world operations. The primary goal of this project is to develop and adopt a single, authoritative Emergency Operations Plan that improves CBJ’s ability to coordinate effective emergency response across departments, partner agencies, and jurisdictions. The updated EOP must align with FEMA Comprehensive Preparedness Guide 101 (CPG-101) and the National Incident Management System, while prioritizing usability, clarity, and coordination under operational conditions. The updated EOP shall function as a single, consolidated, and operationally usable document that guides emergency response coordination across CBJ departments and partner agencies during real-world incidents. CBJ Seeks an EOP that reflects Juneau’s risk environment, governance structure, and operational realities. CBJ intentionally seeks a performance-based scope that defines required outcomes rather than prescribing specific methods. This is a grant-funded project with a fixed budget of $156,521.74 and a firm performance period. Price proposals that are more than the maximum grant budget of $156,521.74 will not be considered. Work is anticipated to begin in mid-February 2026, with all deliverables required by March 31, 2027 and final invoicing completed by April 16, 2027. Pre-Proposal Teleconference: A non-mandatory pre-proposal teleconference will be held 1/15/2026 at 1:00 p.m. Alaska time. To attend, call 907-713-2140 Participation ID Code 748914. Contractors interested in submitting proposals should email CBJ Purchasing at purchasing@juneau.gov a minimum of twenty-four (24) hours prior to the scheduled meeting to provide notice of participation and submit any questions. Contact, Questions & Addenda: CBJ Purchasing Division of Finance is the sole point of contact for all matters pertaining to this solicitation. No oral interpretations will be made. Submit any interpretation requests in writing, noting issuing buyer, solicitation number and title, via email to purchasing@juneau.gov.
