SECTION 00021 INVITATION TO BID The Niagara Falls Water Board invites bids for Emergency Repair Contract February 1, 2026, through January 31, 2026. The Work consists of furnishing crew or crews, labor, and equipment to make emergency repairs to water service lines, transmission mains, distribution mains, sewer mains and laterals. Emergency repairs are repairs that are beyond the manpower or equipment available from the Niagara Falls Water Board or municipal shared services agreement. The Niagara Falls Water Board M/WBE/SDVBE and insurance requirements are to be followed for this project. Also, work is proposed within the Niagara Falls Water Board water distribution system and sewer collection system. Sealed bids labeled "BID ENCLOSED: “Emergency Repair February 1, 2026, through January 31, 2028" will be received by the Niagara Falls Water Board at the Water Plant located at 5815 Buffalo Avenue, Niagara Falls, NY 14304, until 10:15 A.M. local time on January 13, 2026, when bids will be publically opened and read aloud. Bids submitted by fax or email will not be accepted. A pre-bid conference will not be held for this project. Only written Requests for Information (RFI) will be accepted. RFI’s will be accepted until 4:00 p.m. (Local Time) on January 2, 2026, at the office of the Engineer to the attention of Jay F. Meyers, P.E. via email: jmeyers@cplteam.com. If necessary, an Addendum will be issued by 4:00 p.m. (Local Time) on January 6, 2026, from the office of the Engineer. Copies of the Contract Documents may be examined free of charge at the Niagara Falls Water Board or Office of the Engineer during posted business hours, starting December 23, 2025. Checks for Contract Documents should be made payable to the Niagara Falls Water Board. If the documents are to be mailed, a second check in the amount of $25.00, and made payable to Clark Patterson Lee, shall also be provided. Alternatively, for shipment of Bidding Documents, Bidders can provide their UPS or FedEx shipping account number in lieu of the $25.00 check for mailing and handling. Each bid must be accompanied by a certified check or bid bond from a domestic carrier licensed to do business in the State of New York in the amount of not less than five (5%) of the amount of the bid submitted. Bidders on this work will be required to comply with the President's Executive Order Nos. 11246 and 11375, which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. The successful bidder must be an equal opportunity employer, must meet all appropriate state and federal standards, and comply with all relevant governmental regulations. Statement of Non-Collusion: Bidders on the contract are required to execute a non-collusive bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York. Also exempt from such taxes are purchases by the Contractor and his Subcontractors of materials, equipment, and supplies to be sold to the Niagara Falls Water Board pursuant to this contract, including tangible personal property to be incorporated in any structure, building, or other real property forming part of the project. These taxes are not to be included in the Bid. All bids shall be binding for a period of sixty (60) days after the bid opening date. The Niagara Falls Water Board reserves the right to reject any and all bids and to waive any informalities therein.
