    Description

    The purpose of the RFP is to solicit sealed proposals to establish a contract through competitive negotiations for the procurement of Operation and Management of an Emergency Shelter in City of Santa Fe.

    The City is seeking to procure a qualified operator to manage this low-barrier, 24-hour shelter. The selected contractor will be responsible for day-to-day operations, maintaining a safe and respectful environment, and coordinating service delivery and housing navigation for shelter clients. 

    The shelter will continue to operate at 2801 Cerrillos Road on an interim basis while the City evaluates the long-term viability of the current site and explores future facility options. 

    From a holistic perspective, the City of Santa Fe’s Youth and Family Services Division is seeking shelter and housing solutions to address homelessness in our community in a variety of ways. Over recent years, the City has advanced a concerted, multi-pronged effort to address encampments, increase emergency shelter beds and provide robust, supportive services for the City’s increasing homeless population.  

    Background

    The City of Santa Fe (“City”) owns and operates a facility located at 2801 Cerrillos Road, which has been repurposed as an emergency shelter to serve individuals experiencing homelessness. This facility functions as a low-barrier, congregate shelter with a capacity of up to 100 adult clients. 

    The shelter primarily serves individuals with high and complex needs, including those experiencing serious mental illness (SMI), substance use disorders (SUD), and individuals who are formerly incarcerated or other heightened risk factors. The City has prioritized this population as part of its broader commitment to providing care and stabilization services for the most vulnerable members of the community. 

    Through this program, the City aims to ensure access to safe, dignified, and consistent emergency shelter while supporting pathways to stability. This includes connections to case management, behavioral health services, income supports, and permanent housing opportunities.

    Evaluation Criteria

    • Cover Letter (10 pts)

      Points will be awarded based on a scale of 1-10 based on the organizations ability to deliver the scope and on the effectiveness and clarity of cover letter.

    • Narrative (30 pts)

      Points will be awarded based on a scale of 1-30 based on the effectiveness and clarity of the description and the ability of the proposed project to meet the scope.

    • Staff & Organization Experience (25 pts)

      Points will be awarded based on a scale of 1-25 based on the proposer's ability to prove the organizations effectiveness in delivering the work proposed.

    • Letters of Recommendation (25 pts)

      Points will be awarded based on a scale of 1-25 based on proven, effective partnerships.

    • Project Cost Proposal (10 pts)

      The evaluation of each Offeror’s cost proposal will be conducted using the following formula:

      Lowest Responsive Cost / Offeror’s Cost x Available Points (10) = Each Offerors Points

      The Offeror shall comply with all applicable provisions of the Governmental Conduct Act, Chapter 10, Article 16 NMSA 1978 and include a full disclosure of all potential organization conflicts of interest in the Proposal.
