The Emmitsburg Dam was built in 1950 and creates Rainbow Lake, the primary drinking water reservoir for the Town of Emmitsburg. It is classified by the State as a High Hazard dam. The dam is owned and operated by the Town of Emmitsburg, which also performs routine monitoring through several observation wells located around the structure. In 2024, the Town contracted Charles P. Johnson & Associates (CPJA) to complete a comprehensive inspection of the dam per MDE requirements. The Final Inspection Report by CPJA, including a detailed list of recommended repair items, is the basis for the planned repair work.
