INVITATION TO PROPOSERS REQUEST FOR PROPOSALS Employee Benefits Consulting and Administration Services The Town of South Hadley ("Town") invites qualified firms to submit proposals to provide comprehensive employee benefits consulting and administration services for the Town, the South Hadley Public Schools, the South Hadley Electric Light Department (SHELD), eligible retirees, and their covered dependents. The Town seeks an experienced municipal employee benefits consultant capable of providing strategic consulting, regulatory guidance, employee benefits administration, and day-to-day customer service for the Town's health and welfare benefit programs. The selected consultant will serve as the Town's primary advisor regarding employee benefits and will assist with plan administration, carrier relations, compliance, budgeting, employee communications, claims assistance, retiree services, and procurement of employee benefit programs. The Town currently participates in the Hampshire County Group Insurance Trust (HCGIT) for medical insurance and offers additional employee benefit programs including dental, vision, life insurance, and other voluntary benefits. The Town seeks a consultant with demonstrated experience serving Massachusetts municipalities and a thorough understanding of Massachusetts General Laws Chapter 32B, municipal group insurance, and applicable federal and state employee benefits laws. This procurement is conducted in accordance with Massachusetts General Laws Chapter 30B, Section 6. The Town intends to award a contract to the responsive and responsible proposer whose proposal is determined to be the most advantageous to the Town, taking into consideration the evaluation criteria contained in this Request for Proposals and the proposed price. The initial contract term shall cover three (3) fiscal years, beginning October 1, 2026, and ending June 30, 2029, with the Town reserving the option to renew the agreement for two (2) additional one-year terms, subject to satisfactory contractor performance, annual appropriation, and the mutual agreement of the parties regarding terms and compensation for any renewal period. SUBMISSION OF PROPOSALS Technical and Price Proposals shall be submitted separately in accordance with the requirements of this Request for Proposals. Proposals must be received no later than: Tuesday, August 11, 2026 at 11:00 a.m. Late proposals will not be accepted.
