Lancaster County, SC “County” is seeking proposals from qualified firms for services to assist with the design and implementation of a comprehensive employee engagement survey for all County employees. The employees of Lancaster County serve a population of approximately 111,000 residents. The County has approximately 752 full-time, and 492 part-time positions with 50 departments.
The successful vendor will furnish detailed survey results and recommendations grounded in best practice and supported by industry data/trends. The purpose of the survey is to measure employee engagement, attitudes, perceptions, and commitment level towards the County, leadership, their roles, and the constituents they serve in accordance with the Scope of Work specified in this Request for Proposal (RFP).
This will be the first comprehensive employee engagement survey conducted in Lancaster County. The engagement survey results will provide a baseline for future comparisons, to measure and drive improvements and changes in engagement and organizational culture, and to inform and further develop strategies for training and development. The successful vendor will partner with the County in determining final survey requirements, interpreting results, and may be required to participate in presentations to leadership and employees.

After initial review and ranking of Offers, the County may invite Vendors for oral and visual presentation of qualifications. These presentations shall be conducted at the County’s sole discretion when it feels further evaluation of materials may be essential as part of the evaluation process.

The contractor certifies, by submission of this qualification statement or acceptance of a contract, that neither it nor its principals is presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in this transaction by any State, Federal department, or agency.
It further agrees by submitting this qualification statement that it will include this clause without modification in all lower tier transactions, solicitations, proposals, contracts, and subcontracts.
