Contract Negotiations:
After reviewing the proposals, the City intends to enter contract negotiations with the selected firm. These negotiations could include all aspects of service and fees. If the contract is not finalized in a reasonable period, the City will open negotiations with the next ranked firm.
Contract Term:
It is the intent to award a contract for five years with five one-year renewals with contract renewals at the discretion of the City.
The City of Lakeland currently self-insures its medical insurance with UnitedHealthcare. This arrangement has been in place since January 1, 2003. The current medical plan has four plan options (a summary of benefits is provided in the attachment section of this RFP) utilizing the Choice Plus and Choice networks. As of March 30, 2026 there are approximately 2073 active employees eligible for the City's medical plan with 1871 currently enrolled in one of the four plans offered. There are 3,811 total members enrolled on a medical plan, which includes the 1871 active employees, 491 retirees and 593 spouses and 856 children. Clinic utilization reporting is included in the attachment section of the RFP.
The City opened the On-site Employee Wellness Clinic in 2007. Currently the clinic offers services that include episodic/urgent care, health risk assessments, lab work, work-related injury triage, pre-employment screenings and limited prescription medication dispensing. The clinic is operated by Marathon Health (previously known as Healthstat Wellness Inc and Everside Health), a third-party vendor. The clinic is open Monday - Friday from 7:30am - 4:30pm, a total of 45 hours per week and is closed on observed City holidays. The staff includes two full-time nurse practitioners, two full-time certified medical assistants and a part-time dietician. Contracted services are provided through the clinic for on-site physical therapy for work-related injuries. Limited virtual services are also provided.

A certificate of existing insurance coverage should be submitted with the proposal as proof of insurability. If the current coverage does not meet the RFP requirements, then the Respondent should request an affidavit of insurability from the Respondent’s insurance agent that certifies the requirements can and will be met.

The following RFP is in strict accordance with the City of Lakeland Request for Proposal No. 2026-RFP-036, dated Tuesday, April 21, 2026 and all attachments as referenced therein.

The award of this RFP, if made, may be based on considerations other than total cost and may be awarded based on various considerations, including without limitation; Respondent’s experience and/or qualifications, past experience, administrative cost, standardization, technical evaluation and oral and/or written presentations as required. The City reserves the right to accept all or part, or to decline the whole, and to award this RFP to one (1) or more Respondents. There is no obligation to buy. The RFP, if awarded, will be in the judgement of the City the most responsive to the City’s needs. The City of Lakeland encourages the use of minority and women owned businesses as subcontractors or in joint venture arrangements.
