Since employers in the Washington metropolitan region and in the specified jurisdiction are not mandated to participate in employer-based trip reduction programs, the Metropolitan Washington Council of Governments (MWCOG) Commuter Connections program has been implementing voluntary alternative commute programs in their service areas through this project. It is expected that the Contractor shall provide direct assistance to private sector employers (including non-profit corporations or agencies) with over 100 employers located in Frederick County through a coordinated outreach program through MWCOG’s Commuter Connections program. In addition, the Contractor shall provide information to Transit Services of Frederick County (Transit) and MWCOG which will assist in the regional assessment of the impact of the Frederick County efforts on vehicle travel and air quality through a comprehensive program of program data collection, monitoring, and evaluation.

This document shall contain qualifications and technical competence of the Contractor and staff. Included shall be a statement describing the Contractor’s background information, history, resources, and track record of such projects, as well as résumés and availability for key staff.
This document shall be clearly titled “References” on each page of the section. Each page shall also have the Contractor’s name and be numbered either as an individual section or as a part of the whole. References for projects of a similar size scope and complexity that the Contractor has completed within the last five (5) years shall be outlined in this section. This document shall address the Contractor’s competence and expertise in projects of similar scope and size.
This document shall be clearly titled “Sample Report and Survey” on each page of the section. Each page shall also have the Contractor’s name and be numbered either as an individual section or as a part of the whole. This document to be provided to TSFC and MWCOG quarterly, shall provide a sample report summarizing employer outreach activities and results. An example of an acceptable survey is attached and titled, "Sample Report and Survey."
The second step of evaluation will be examination of the price proposal. Price proposals shall be submitted on the Price Proposal Cover Page and shall be in a separate, sealed envelope.
After identifying the short list of the most qualified Contractor(s) based on the evaluation criteria, Contractor(s) may be required to clarify proposals by making individual presentations in an interview with the evaluation committee. If selected, Contractor shall be available for presentations on TBD. If these dates change for any reason, all submitting Contractors will be notified via email to the Contractor’s representative.
