NOTICE TO CONTRACTORS
NOTICE IS HEREBY GIVEN, that
Sealed bids will be received either by mail to the office of the County Executive’s Office, or hand-delivered prior to the bid opening to the County of San Mateo at 500 County Center, 5th Floor, Redwood City, California, 94063 until the hour of
2:00 p.m., Thursday, July 23, 2026
where the bids will be publicly opened and read aloud for the following project in accordance with the specifications therefore. Bids are required for the entire work described herein.
Bidders are advised of the following:
- Contractor should be placed on a Plan Holders List for bidding. To be placed on the Plan Holders List, the Contractor shall either:
- Bidder shall register and create an account on the OpenGov website to download all bidding documents, including forms of proposal and contract.
- If bidding documents are obtained through a source other than those outlined in 1a above, complete and sign the Plan Holder’s Affidavit in the project specifications and return to the County by PDF either via email to mclement@smcgov.org, and wng@smcgov.org or by fax at (650) 361-8220. The Contractor is advised that the table should be received by the County no later than three (3) working days prior to the bid opening date.
- The Plan Holders List will be posted to the County of San Mateo’s Public Works website two (2) working days prior to the bid open date.
- Questions regarding the Contract Documents concerning items such as discrepancies, conflicts, omissions, doubts as to meanings, or regarding scope of bid items shall be referred to the Engineer. Inquiries must be received in writing via email, to mclement@smcgov.org and wng@smcgov.org, by 5 PM on July 16, 2026. Inquiries will be answered in writing via email response if written clarification is warranted, in the opinion of the Engineer, then inquiries and responses will be posted to the Project’s page on the County of San Mateo’s Public Works website. It will be the Contractor’s sole responsibility to ensure that they receive responses, if any. The County will not be responsible for oral clarifications.
- It will be the Contractor’s sole responsibility to ensure that they have received addendums, if any, which will be posted to the County of San Mateo’s Public Works website on the same day issued. Said addendums will also be sent to all current plan holders and made available during purchase of Plans and Specifications.
- Proposals in which the prices obviously are unbalanced may be rejected.
- The Contractor’s attention is directed to the importance of complying with the provisions of Section 7-0.10, “Federal Forms, Posters and Data Required of Contractor During Construction,” and Appendix G, “Pre-Construction Handout Packet for Federal-Aid Contracts,” of these Special Provisions.
- Bids which are not received in a sealed envelope by bid opening will be rejected. This includes all envelopes which are secured by metal clasp, twist tie, string or those which do not otherwise preclude unauthorized access. Bidders who deliver their bids in an envelope which is not sealed may be allowed to correct this deficiency provided they do so before time/date specified for opening of bids.

Where price is not the sole evaluation factor for a solicitation (e.g., in the case of a "best-value" solicitation), five percent (5%) of the total evaluation points otherwise awardable will be added to the proposal score for each Local Business or Local Non-Profit score for evaluation purposes. In the event of a tie between a Local Business or Local Non-Profit and another bidder, the Local Business or Non-Profit shall be awarded the Contract, assuming agreement on other contract terms.
An additional three percent (3%) preference shall be given to a Local Business or Local Non-profit (for a total of eight percent (8%) of total points otherwise awardable) if the proposer is a Small Business or Small Non-Profit, or an additional 5 percent preference (for a total of ten percent (10%) of total points otherwise awardable) if the proposer is a Micro Business or Micro Non-Profit.
